The Chair declared the meeting open at 9.03am

 

1.0     APOLOGIES

             The apology from Cr Joce Yeoman for non-attendance was received.

 

2.0     DECLARATONS OF CONFLICTS OF INTEREST

It was advised that committee members should make declarations item-by-item as the meeting progressed.

 

The order of the agenda items was rearranged to allow for other commitments by members of the group

 

5.0     BUSINESS WITH PUBLIC EXCLUDED

1.              That the public be excluded from the proceedings of this meeting to consider confidential matters.

2.              That the general subject of the matters to be considered whilst the public is excluded, the reasons for passing this resolution in relation to this matter, and the specific grounds under the Local Government Official Information and Meetings Act 1987 for the passing of this resolution, are as follows:

Briefing to Working Party

The public conduct of the proceedings would be likely to result in disclosure of information, the making available of the information would be likely to prejudice the maintenance of the law, including the prevention, investigation, and detection of offences, and the right to a fair trial s6(a) and the withholding of which is necessary to protect the privacy of natural persons, including that of deceased natural persons s7(2)(a).

3.0     PRESENTATIONS

  3.1   Update on Awanui Flood Scheme

Presented by: Joe Camuso - River & Natural Hazards Manager

Summary of Discussion

·      Quarry Road (which is a WDC road) has less capacity, but is not as significant as SH10

·      Detailed design modelling is not yet complete - target for it to be finished is December 2018

·      At this stage only high level discussions have been held with NTA - no specifics

·      Evacuation plans are currently being worked on, with a view to conducting a Civil Defence exercise

 

Agreed Action:    Follow up with CDEM to discuss timing around completion of plans                           RS
and when exercise is likely to take place

4.1     Review of Risk Register - Top 5 Risks

Summary of Discussion

·      Climate Change - The GM, Environmental Services advised that a draft ToR was circulated at the last Chief Executives Meeting

·      A communications element will be included as part of the comprehensive plan

 

Agreed Action:    At the direction of the Chair, further discussion on this item was                PA, CorpEx
deferred to the next meeting
