The Chair declared the meeting open at 10.01am.
Ngā Mahi Whakapai/Housekeeping (Item 1.0)
The new Executive Assistant (EA) to the GM Customer Services - Community Resilience, and CDEM Group Secretary, was introduced.
Two new Emergency Management Officers, NRC CDEM, were introduced.
NEMA Representative Malinda Meads was introduced, who has taken the role of NEMA Representative on the CDEM Group, replacing John Titmus who has recently retired.
FENZ Representative Wipari Henwood was introduced, who will be taking the role of FENZ Northland District Manager and FENZ Representative on the CDEM Group, replacing Commander Brad Mosby, as of next meeting 8 September 2021.
Assistant Fire Commander Graeme Quensell will be the FENZ alternate.

There were no apologies.

The Chair advised that members should make declarations item-by-item as the meeting progressed.
Secretarial note:
· NRC Chair, Penny Smart, joined the meeting at 11.08am.
· The date of the report ‘Northland CDEM Group, CEG and Group appointments’ was corrected to read 10 June 2021.
· The CDEM Group have been looking for a Far North Controller since October 2020. This is to be followed up again with the Far North District Council by Graeme MacDonald.
· A correction was noted that Michelle Nepia (KDC) had resigned as Local Welfare Manager, leaving this position vacant.

Secretarial note: It was requested that the planning, progress and outcomes for the Multi-Agency Coordination Centre project be addressed at the next meeting (8 September 2021).
Secretarial note: Amendments and suggestions to the Group Plan:
· That the road between Auckland to Northland on the map at the start of the Group Plan be connected.
· It was noted that the Group Plan was very principle-based, and there would be merit adding a paragraph explaining that there are operational procedures sitting under this plan.
· That a summary document or paragraph be included outlining the Plan’s ‘key highlights’ to draw people’s attention throughout the submissions process.
Secretarial note: It was suggested that there would be merit bringing the ‘Northland Police Intelligence Product’ document to the table to review.

1. That
the report ‘National Emergency Management Agency (NEMA) Post Event
Report for the Hikurangi and Kermadec Islands Earthquakes by Graeme
MacDonald, Civil Defence Emergency Management Manager and dated 10 June 2021,
be received. 2. That
the Northland CDEM Group raises the recommendations contained in the agenda
item with NEMA directly. These recommendations are: 1. That
the Northland CDEM Group requests that NEMA provide an update on how it
proposes to speed up tsunami warning messaging (Pacific Tsunami Warning
Centre). 2. That
the Northland CDEM Group requests that NEMA includes Pacific Tsunami Warning
Centre advisories and warnings into the tsunami warning process for New
Zealand i.e. the advisory or warning be formally acknowledged, to enable more
timely, accurate and credible information to be available to communities,
emergency managers and responders (Pacific Tsunami Warning Centre). 3. That Northland CDEM Group requests
that NEMA revises its Long or Strong messaging to include a caveat to take
into consideration the findings of the GNS report above (Long or
Strong, Get Gone messaging). 4. That Northland CDEM Group requests
that NEMA revisits its view on the use of all alerting mechanisms in near
source events to ensure that all possible actions are taken to provide any
possible formal alerts (Long or Strong, Get Gone messaging). |
Secretarial note:
· NEMA Representative, Malinda Meads, to formally take the resolutions pertaining to Item 6.5 back to NEMA and report back at the next CDEM Group meeting 8 September 2021.
· Suggested amendments to the NEMA Post Event Report
o That the location of Whangārei on the map (Page 18 of the report) be corrected.
o That section 4.3 ‘Use of locally owned tsunami warning signs’ (Page 19 of the report) be corrected to reflect that tsunami warning sirens were activated, right down to the bottom of the West Coast (Ruawai); not just the East and Northern part of the West Coast of Northland.
Secretarial note: A number of questions and answers were provided during a verbal update by NRC Deputy CDEM Group Manager, Victoria Harwood. A further update on progress on the tender process and project rollout will be provided at the next meeting.
