Receipt of Supplementary Report: Tangata whenua involvement in Regional Policy Statement review

Executive summary

State clearly why the information was not included in the main agenda.  For example:

A “placeholder” was included in the council agenda indicating that supplementary information was required before presenting the full report to council.

The report was unable to be completed in time for circulation with the council agenda due to further discussion required at the council workshop on <<enter dd Month 2099>>

Or

The report was unable to be completed in time for circulation with the council agenda due to ongoing negotiations.

Or

Subsequent to the collation of the council agenda, the Chairman received a formal invitation. A response is required before the next ordinary meeting of council. Hence council is requested to consider the report.

Or

The purpose of this report is to place before the council a tabled item for inclusion in the council meeting agenda. The report includes the recommendation that the tabled item be received.

Subsequent to the collation of the council agenda, the Te Taitokerau Māori and Council Working Party (TTMAC) met on the 14 October 2021.  One of the items for consideration at this meeting was the most appropriate form of tangata whenua involvement should the review of the Regional Policy Statement be approved by council (Item 7.3 of the council agenda). 

 

TTMAC members were unanimous in endorsing the three original recommendations proposed by staff, with some additions and clarification.  The supplementary report incorporates these modifications to the suite of recommendations for council’s consideration (replacing those in the original council agenda).

Recommendation

That as permitted under section 46A(7) of the Local Government Official Information and Meetings Act 1987 the following supplementary report be received:

Tangata whenua involvement in Regional Policy Statement review

At a meeting of TTMAC on the 14 October 2021, non-elected members provided recommendations on the most appropriate form of tangata whenua involvement should the review of the Regional Policy Statement be approved by council.  Non-elected members were unanimous in endorsing the three recommendations proposed by staff, with some additions and clarification.  It was noted that this position may change as the Māori Technical Advisory Group (MTAG) becomes involved in the process and gains a clearer understanding of the requirements.  The non-elected members recommendations were:

1.    Input is sought from Māori Technical Advisory Group (MTAG) on behalf of TTMAC

2.    Provide funding for a Māori practitioner/consultant to prepare a report on behalf of TTMAC, overseen by MTAG and that MTAG select the consultant (within council procurement procedures).

3.    TTMAC non-elected members be invited to nominate three members to sit alongside councillors during council workshops on the RPS review. 

 

These recommendations are now proposed to be included for council consideration along with the previously circulated recommendations in the full paper on the review of the RPS – Item 7.3 Review of the Regional Policy Statement

 

 

Ngā mahi tūtohutia / Recommendations:

1.         That the reports ‘Review of Regional Policy Statement’ and ‘Tangata Whenua involvement in RPS review’ by Ingrid Kuindersma, Policy Planner and dated 28 September 2021 and 15 October 2021 respectively, be received.

2.         That council proceed with  preparation of the five-year review of the Regional Policy Statement, in accordance with s 35 of the Resource Management Act 1991, and

a.    That it be a desktop-based level of analysis

b.    Input is sought from Māori Technical Advisory Group (MTAG) on behalf of TTMAC

c.    Provide funding for a Māori practitioner/consultant to prepare a report on behalf of TTMAC, overseen by MTAG and that MTAG select the consultant (within council procurement procedures).

d.    TTMAC non-elected members be invited to nominate three members to sit alongside councillors during council workshops on the RPS review. 

e.    Include key stake holders such as the Department of Conservation and district councils, and

f.     That a draft of the review be provided for public feedback.
