The Regional Transport Committee meeting was held via audiovisual link due to COVID-19 Alert Levels and protocols. Members were advised that to ensure public access to the meeting, it was being livestreamed.

It was advised that members should make declarations item-by-item as the meeting progressed.
Secretarial note:
Conversation pertaining to the 8 August 2021 minutes, agenda item 7.2 ‘Proposal for Production of an Indicative Economic and Delivery Business Case into the Proposed Four-Laning of State Highway 1 Between Marsden Point and Whangārei,’ Recommendation 3.
Action: Recommendation 3 of this item was that the Regional Transport Committee obtain a quote to undertake a re-review of the cost of 4-laning. NTA confirmed that this recommendation sat with them to action, and an update would be provided as soon as possible.
Councillor Ann Court reiterated that the Regional Transport Committee do not have any authority to commit to the spending of money. Instead, the Committee are looking for an indicative sum to see if it is something worth pursuing.
Action: Steve Mutton spoke to his NZTA action tracker. Committee Secretariat to send this out alongside minutes.
Secretarial Note: National MP David Bennett provided a brief introduction when he joined at 9.47am.

Action: Committee Secretariat to distribute Dawn Spence’s (NTA) presentation post-meeting.
Action: Councillor David Wills (KDC) and Calvin Thomas (NTA) to take their discussion offline regarding Waka Kotahi submissions/funding for bridges and cycleways.
Action: Waka Kotahi to provide the Regional Transport Committee with more detail regarding why many of Northland’s proposed mode-share programmes were rejected, and how the Regional Transport Committee can address this moving forward.
Action: Calvin Thomas (NTA) to confirm with the Regional Transport Committee whether the State Highway programmes will form part of the presentation to each Territorial Authority (not just their local work), or whether a separate meeting will be set up to discuss this specifically.
Secretarial Note: Inspector Anne-Marie Fitchett, newly appointed Northland Road Policing Manager, was introduced to the group.
Action: Committee Secretariat to add Inspector Anne-Marie Fitchett to the Regional Transport Committee distribution group.
Action: Councillor Ann Court requested that Waka Kotahi modify the graphs in their presentation so every citizen can understand them – avoiding lingo.
