Te Taitokerau Māori and Council Working Party Strategic Intent 2021 - 2040 (Item 4.3)

Pou Manawhakahaere – GM Governance and Engagement provided a brief verbal update regarding the four workshops held to date with the Te Tiriti Partnership Strategy and Implementation Plan subgroup and consultants. There will be another workshop on 20 June 2022 before the document is workshopped with council and then brought to the July Te Taitokerau Māori and Council Working Party meeting.

 

Agreed action points: Nil.

 

Northern Waters - Te Wai Ora Mai Tāmaki ki Te Rerenga Wairua (Item 4.4)

Pou Whakaritenga – GM Regulatory Services (NRC) and Terry Smith (Auckland Council) presented an overview of Northern Waters, an operational group established by Auckland Council and the four Northland councils to inform and prepare for the establishment of “Entity A” under the government’s Three Waters Reform Programme. They sought guidance on what engagement with Taitokerau hapū and iwi might look like regarding the establishment of Entity A.

Key feedback included the lack of meaningful consultation on 3 Waters to date, the importance of hapū/kaitiakitanga engagement, how to resource hapū to engage, what Northern Waters terms of reference (kaupapa) is, how Te Mana o Te Wai is being expressed through all the current legislative reforms, what role TTMAC should play in 3 Waters engagement, inadequacy of engagement timelines, where the Department of Internal Affairs sits in informing governance, what opportunities exist for hapū/kaitiaki and iwi.     

Agreed action points:

·              That the Pou Whakaritenga – GM Regulatory Services invite the Department of Internal Affairs (DIA) to present to one of the next Te Taitokerau Māori and Council Working Party (TTMAC) meetings to confirm the process for involvement and resourcing of hapū through the establishment of Entity A and the broader 3 Waters Reform.

·              That Northern Waters provide a copy of their Terms of Reference as soon as possible to Te Taitokerau Māori and Council Working Party members.

 

Draft Freshwater Framework (Item 4.5)

The Strategic Policy Specialist provided an overview of the Draft Freshwater Framework and thanked the Māori Technical Group for their input into the document. The draft framework outlines council’s

goals priorities and approaches for freshwater management over the next 10 years. Members requested that Mana Whakahono a Rohe and the Te Ao Māori Decision Making Framework be referenced in the document, and endorsed the document going to council for adoption. Members also noted the use of te reo Māori in documents was improving.

 

Agreed action points:

·              That Te Taitokerau Māori and Council Working Party endorse council adoption of the Draft Freshwater Framework.

 

Tangata Whenua Water Advisory Group - membership update (Item 4.6)

Members received the report and, as the Selection Panel (Juliane Chetham, Mira Norris, Cr Justin Blaikie and Cr Joce Yeoman) had not yet met to consider the merits of the two candidates, agreed that Recommendation 2 (considering and endorsing the Selection Panel’s recommendation) be left on the table for the next meeting.

Agreed action points:

·              That the recommendations of the Selection Panel be considered and endorsed to Council if appropriate at the next TTMAC meeting.

 

Tangata Whenua Water Advisory Group Update (Item 4.7)

Tāngata Whenua Water Advisory Group (TWWAG) Co-Chairs provided an update covering their mahi for the Stage 2 Recommendation Report, with the final report to be presented to Te Taitokerau Māori and Council Working Party (TTMAC) in September, and Stage 2 Case Studies due to be completed in December. The importance of the role that TTMAC members play in connecting and updating  TTMAC about TWWAG was reiterated, especially as TWWAG focuses on developing recommendations on how council should engage with tangata whenua on the plan change. TWWAG aims to bring recommendations to the 11 August TTMAC workshop so they can be presented to council in September, prior to local government elections.

Tangata Whenua Water Advisory Group - Stage 1 Report (Item 4.8)

At the 19 May Te Taitokerau Māori and Council Working Party (TTMAC), members requested revisions to the Tāngata Whenua Water Advisory Group (TWWAG) Stage 1 Report “Te Mana me te Mauri o te Wai” and that it be returned to the June TTMAC meeting to be endorsed for presentation to council. Noting the revisions, members endorsed the document. Clarification was also provided regarding council’s procurement policy and TWWAG’s terms of reference in managing conflicts of interest when engaging consultants.

Agreed action points:

·              Pou Tiaki Taiao - Group Manager Environmental Services to confirm that local government provisions regarding members contracting and pecuniary interests are being followed and the form of declarations of interest required by members is appropriate.  

 

Economic development: Examples from the Ngāwhā Innovation and Enterprise Park (Item 4.9)

Manga Wihongi and Alistair Clarke (Ngāti Rangi) provided a presentation on the production of mānuka/kānuka oil at Waiwhariki​ Pharmaceuticals​ Ltd based at Ngāwhā Innovation and Enterprise Park, followed by Wayne Rogers who presented on the ethos, concept and development of Ngawha Innovation and Enterprise Park near Kaikohe. Members appreciated the presentations and the Q&A afterwards. This included points on the unique properties of manuka grown in a thermal area, mātauranga Māori and western science walking together, the whakapapa of the seeds used, intellectual property, the critical role played by Provincial Growth Fund in providing capital, effects of climate change, ownership and governance process for the Park, and training collaboration with NorthTec. Koha was presented to Ng`ati Rangi representative Manga Wihongi by Te Taitokerau Māori and Council Working Party Co-Chair, Clr Robinson.

Secretarial Note: The presentation on Waiwhariki Pharmaceuticals Ltd (mānuka/kānuka oil distillery) encompassed the following key points:

·        Timatanga – organisational whakapapa ties to Tairawhiti Pharmaceuticals

·        Opportunities and feasibility study

·        Goals, values and guiding principles grounded in “Ko te whenua te waiu o Ngāti Rangi”

·        Milestones: Feasibility study 2018, Whenua Maori Application 2020, Provincial Growth Fund approval, Distillery Completion May 2022

·        Product marketing, research and development, target audience

·        Workforce – focused on providing employment options for Ngāti Rangi and local hapū

·        Vision for the future

 

The presentation on Ngāwhā Innovation and Enterprise Park encompassed the following key points:

·        Wholistic place-based approach in heart of Ngāpuhi with mana whenua (Ngāti Rangi) involvement from conception

·        A catalyst and connector focused on supporting higher value crops, value added manufacturing, circular/closed loop  economy and workforce, workforce training and development, innovation and collaboration

·        Long term development over 10 – 15 years

·        Five key anchor tenants, none competing with local Kaikohe businesses

·        Aim for people to work in a seasonal flow around the businesses in the park.

 

Te Tiriti Health Check (Item 4.10)

Kaiwhakahaere Hononga Māori - Māori Relationships Manager presented on the status of the Te Tiriti Health Check, the priority areas being worked on (governance, relationships with Māori, structural issues, policy and services evaluation), and how the assessment will be conducted by staff and consultants. The independent evaluators from Whaia Legal and Buddle Findlay also attended to introduce themselves and explain their role in the Health Check. Key discussion points included the importance of TTMAC and MTAG being consistently involved in how the process is scoped and framed, the next steps in working out the detailed programme and that it is crucial that the recommendations are delivered before the end of August, so advice is provided for the incoming council.

 

Agreed action points:

·              That the Māori Technical Advisory Group are endorsed to continue to provide leadership and guidance on the development of the detailed Te Tiriti Health Check assessment process and work programme.

 

Māori Representation Climate Crisis (Item 4.11)

This paper sought to review Te Taitokerau Māori and Council Working Party (TTMAC) membership on the Climate Change Working Party (CCWP) and Joint Climate Change Adaptation Committee (JCCAC) as, due to circumstances and other commitments, some TTMAC representatives were unable to attend meetings. The Climate Crisis is one of TTMAC’s strategic priorities and it was viewed as vital to have representation on both and a connection between CCWP and JCCAC meetings.

Agreed action points:

·              That Te Taitokerau Māori and Council Working Party (TTMAC) supports the appointment of Lynette Wharerau to replace Nora Rameka on the Climate Change Working Party.

·              That TTMAC supports the appointment of Mira Norris to replace Thomas Hohaia on the Climate Change Working Party (CCWP), subject to Thomas Hohaia confirming he is stepping down.

·              That TTMAC supports the appointment of Rowan Tautari (who also sits on the CCWP) as the alternate for Rihari Dargaville on the Joint Climate Change Adaptation Committee (subject to Hohaia confirming he is stepping down.

Secretarial Note: Items were addressed in the following order after Item 4.11 to accommodate presenters’ schedules: 4.15, 4.16, 4.12, 4.13, 4.16, 4.15.

 

Te Ao Māori Decision Making Framework Update (Item 4.12)

The Natural Hazards Advisor and members of the Te Ao Māori Decision-Making Framework project team attended to support the kōrero about the Consultation Summary Report and gather any further feedback on it. Key discussion points included that the themes in the Consultation Summary Report had broader applicability beyond climate change, and what process is followed to get the Draft Framework adopted (via recommendation from the Joint Climate Change Adaptation Committee and respective council adoptions). Members strongly signalled their interest seeing the draft Framework and considering how it can be implemented and resourced, and applied to progress the TTMAC Strategic Intent. 

Agreed action points:

·              That the draft Te Ao Māori Decision-Making Framework be presented to a future Te Taitokerau Māori and Council Working Party (TTMAC). 

 

Joint regional submission on the draft National Adaptation Plan Submission (Item 4.13)

This paper was taken as read, with key discussion points being the continuing pressure on hapū to engage and respond to government documents such as the draft National Adaptation Plan in unrealistic timeframes, that Taitokerau already has a Te Tai Tokerau Climate Adaptation Strategy in place, that councils’ implementing the same plan collaboratively helps hapū, and that nature doesn’t respect council boundaries so plans need to account for our interconnected environment. 

Agreed action points: Nil.

 

Te Taitokerau Māori and Council Working Party: Communications Review (Item 4.14)

Kaiawhina Pārongo - Communications Advisor summarised how the mahi done by Te Taitokerau Māori and Council Working Party (TTMAC) and the TTMAC Strategic Intent is currently communicated. Members supported the recommendation for a specific TTMAC communication strategy. Key discussion points included the need for key messages about how tāngata whenua are already engaging with council, TTMAC’s mahi on how hapū can be better supported to engage, TTMAC being able to shape their own story, how other iwi/hapū channels/platforms can be connected with and supported by TTMAC’s communications strategy, and resourcing. 

Agreed action points:

·              That a communications plan be created with an accompanying policy document that is presented to Te Taitokerau Māori and Council Working Party (TTMAC) for their feedback.

·              That the TTMAC Strategic Intent should be reflected in the Communications Plan and in all communications conducted by TTMAC.

Chief Executive’s Report to Council (Item 4.16)

This item was taken as read, with the Chief Executive Officer (CEO) providing a brief comment highlighting the items on marine pest management – successful eradication of Mediterranean Fanworm in Tutukaka harbour and development of a marine vessel portal which will be crucial to the implementation of the Clean Hull Plan.

Agreed action points:

·              To ensure that there is sufficient time for the Chief Executive Officer (CEO) to comment on any highlights from the Chief Executive’s Report to Council.
