Councillor Reid has raised concerns regarding the Kauri Stock effluent facility closure and has requested that this be included as a discussion item on the RTC agenda given its significance as a critical piece of infrastructure for all stock carriers.
The stock effluent facility was situated at the Kauri saleyards site due to it being a regional facility that attracted most of the stock truck traffic in Northland. The stock truck effluent facility is situated on land leased from the owners, who ran the saleyards. The solids are trucked away from the site and the effluent from the facility was pumped into the saleyard’s oxidation ponds.
The lease for the Whangarei District Council’s Stock Effluent Disposal site has been canceled because the saleyards at Kauri have closed and their oxidation ponds that were being used for the effluent are being decommissioned.
The saleyards property is currently being marketed for sale.
The lease agreement only gave Council one months’ notice of closure, and did not give sufficient time to organise alternatives for the effluent disposal during this time. The stock truck effluent facility has had to be closed.
The National Road Carriers Association was advised of the intended closure and the site has been shut down and fenced off.
The original site was developed in consultation with industry representatives, and it has been agreed the Stock Truck Effluent Working Party for the Northland Region, originally run by the NRC, will be reinstated to investigate the best location for a replacement facility in the Whangarei District as well as consider additional sites that may be required across the region.
Finding an appropriate location for a replacement facility is likely to be further complicated by the proposal for the four laning and bypass of the Brynderwyns section of SH1.
