This report covers subsidy claims submitted to the New Zealand Transport Agency (Waka Kotahi) for the full financial third financial year of the Regional Land Transport Plan 2021-2024 three-year funding period and details the funding assistance uptake by each Approved Road Controlling Authority for the financial period 1 July 2023 to 30 June 2024.
This will be the final report for the 2023/2024 financial year.

Background/Tuhinga
Section 106 of the Land Transport Management Act 2003 stipulates that: -
(1) The functions of each regional transport committee (other than the regional transport committee for Auckland) are—
(a) to prepare a regional land transport plan, or any variation to the plan, for the approval of the relevant regional council; and
(b) to provide the regional council with any advice and assistance the regional council may request in relation to its transport responsibilities.
In addition to the above, one of the functions of the Regional Transport Committee (RTC) is to monitor the progress of the relevant Regional Land Transport Plan (RLTP).
This report provides the RTC with a quarterly update on the uplift of funding assistance applied for through the Northland Regional Land Transport Plan 2021-2027 (RLTP) and approved in the National Land Transport Programme 2021-2024 (NLTP) for the Far North District Council, Whangarei District Council, Kaipara District Council, New Zealand Transport Agency – Waka Kotahi and the Northland Regional Council transport related works and projects. These are tabled at each Regional Transport Committee (RTC) meeting for consideration.
It is important to note that to obtain all the information for the compilation of the attached funding sheets, the financial figures reflected in this report are a full month in arears of the RTC meeting itself.
These reports and attached spreadsheets provide the RTC with information relating to how each Activity Class/Programme: -
· Is tracking regarding the uptake of the funding assistance approved through the National Land Transport Plan 2021-2024 for the relevant financial year.
· Supports the five Regional Strategic Objectives reflected in the Regional Land Transport Plan 2021-2024.
· Supports the seven Regional Priorities included in the Regional Land Transport Plan 2021-2024.
It also details: -
· The probability of all the approved funding assistance being fully uplifted in the relevant financial year, and
· The reasons for any variations and action to be taken.
As this report updates the RTC on the national funding assistance (subsidies) uptake for those Activities/Programmes approved in the NLTP reflected, the Attachments do not include non-subsidised projects or work categories.
The base information contained in the attachments is sourced directly from the New Zealand Transport Agency’s (Waka Kotahi) ‘2021-2024 National Land Transport Programme for Northland’ and from the individual June 2024 subsidy claims submitted by each of the approved authorities.
Please note that this is the final claim for the 2023/2024 financial year and closes the NZ Transport Agency Waka Kotahi three funding period of 2021/2024.
Any questions regarding the information reflected in the spreadsheets (distributed separately) can be directed to the relevant approved Road Controlling Authority.

Considerations
As this is an administrative matter there are no climate, environmental, community views, Māori impact, financial or implementation considerations to be taken into account.
1. Significance and engagement
This is a statutory obligation under the Land Transport Management Act 2003.
2. Policy, risk management and legislative compliance
This is a legislative requirement under Part 4, Subpart 2, Section 105, of the Land Transport Management Act 2003.
Background/Tuhinga
Legislative Compliance – Land Transport Management Act 2003
Part 4, Subpart 2, Section 105, subsections 1; 2; 4; 6; 7 of the Land Transport Management Act 2003 (Act) stipulates that: -
1) As soon as practicable after each triennial election, every regional council must establish a regional transport committee under this section for its region.
2) Each regional council must appoint to its regional transport committee—
a. 2 persons to represent the regional council;
b. 1 person from each territorial authority in the region to represent that territorial authority; and
c. 1 person to represent the Agency.
4) A person specified in subsection (2)(a) to (c) and (3)(a) and (b) may only be appointed on the nomination of the relevant entity.
6) Each regional council must appoint from its representatives the chair and deputy chair of the committee.
7) At any meeting of a regional transport committee, the chair, or any other person presiding at the meeting, —
(a) has a deliberative vote; and
(b) in the case of an equality of votes, does not have a casting vote (and therefore the act or question is defeated, and the status quo is preserved).
In accordance with the Regional Transport Committee Terms of Reference, NZTA Waka Kotahi have formally appointed Connie Rowe, Regional Manager, Upper North Island, Communications and Engagement as the Alternate Representative to the Regional Transport Committee.
As specified in the Terms of Reference: -
“Any appointing authority may appoint an alternate (who shall have full voting rights) for the appointed member.”
Connie Rowe will serve as the alternate to Steve Mutton, Director Regional Relationships (Upper North Island), ensuring that NZTA Waka Kotahi's interests are represented at the meeting.

On 2 May 2024, NZ Transport Agency Waka Kotahi released the Draft Emergency Works Investment Policies and associated Financial Assistance Rates to their stakeholders seeking feedback on the proposed changes.
The Regional Transport Committee (RTC) delegated authority to the Chairman to approve and sign a submission on behalf of the RTC and forward it to the NZ Transport Agency Waka Kotahi.
As the submission was completed and forwarded following the 11 June 2024 meeting, retrospective approval is being sought from the Regional Transport Committee on the submission.

This does not mean that the matter is not of significance to the community, but that council is able to make decisions relating to this matter without undertaking further consultation or engagement..

Background/Tuhinga
On 2 May 2024 NZ Transport Agency Waka Kotahi (NZTA) released its Draft Emergency Works Investment Policies to their stakeholders seeking feedback on the proposed changes.
The proposed changes follow an NZTA review of their emergency works investment policies and funding assistance rates (FARs) with a goal of reducing the financial burden on the National Land Transport Fund (NLTF) and providing greater funding certainty for Approved Organisations (AOs).
As the financial impact on the AOs of these changes was deemed significant and has the potential to result in increased degradation to the transport infrastructure of Northland and as this issue is one on the region’s top priorities in the Regional Land Transport Plan 2021/2027 – Three Year Review, at the 11 July 2024 meeting, the Regional Transport Committee (RTC) approved that the Chairman compile and sign a submission on their behalf.
This was to be in support of separate submissions being made by the Far North District Council, Whangarei District Council and Kaipara District Councils and to reflect a unified regional voice on the proposals.
As the above decision was made shortly prior to the date of closure for submissions, the RTC agreed to progress and retrospectively approve the submission at the August 2024 meeting.

This paper serves to update the Regional Transport Committee (RTC) on the final stage of the Regional Land Transport Plan 2021/2027 – Three Year Review (RLTP).
The RLTP with amendments as approved by the RTC at their meeting of 4 July 2024 was tabled at the Northland Regional Council meeting on 23 July 2024 with the recommendation it be submitted to NZ Transport Agency Waka Kotahi by 1 August 2024.

At the Regional Transport Committee (RTC) Extraordinary meeting of 4 July 2024 a copy of the Draft
Regional Land Transport Plan 2021/2027 – Three Year Review (RLTP) was tabled.
At this meeting, several minor changes requested to the final document prior to it being forwarded to the Northland Regional Council (NRC), with the RTC Chairman being given delegated authority to approve these changes.
The RTC then approved the following staff recommendations: -
1. That the Regional Transport Committee approve the content of the Regional Land Transport Plan for Northland 2021-2027 – Three Year Review.
2. That the Regional Transport Committee approve the release of the Regional Land Transport Plan for Northland 2021-2027 – Three Year Review to the Northland Regional Council with the recommendation that they approve the content of the Regional Land Transport Plan for Northland 2021-2027 – Three Year Review and submit it to NZ Transport Agency Waka Kotahi by 1 August 2024.
The final version of the RLTP was tabled at the NRC Council meeting held on 23 July 2024 with the following recommendations: -
1. That the council approve the Regional Land Transport Plan for Northland 2021-2027 – Three Year Review compiled by the Regional Transport Committee.
2. That the council approve the submission of the Regional Land Transport Plan for Northland 2021-2027 – Three Year Review to New Zealand Transport Agency Waka Kotahi by no later than 1 August 2024.
At the meeting, the NRC formally approved the above recommendations.
The Chairman and Deputy Chair extended their appreciation to all the Elected Representatives and relevant staff for their hard work and commitment.
The Regional Land Transport Plan 2021/2027 – Three Year review was submitted to NZTA on to 23 July 2024.

Following on from a Section 17a review of the delivery of transportation services for Northland it was agreed by the four Northland councils to disestablish the Northland Transportation Alliance (NTA) and to follow a mixed model approach to delivery of these services in the future. This approach sees most of the transportation functions returning to home councils with some areas of collaboration building on the work started by the NTA, and other functions that become shared services between individual councils.
Shared services include functions such as road safety education and promotion and traffic signals. Councils will also collaborate on individual projects which may include creation of a strategic asset management plan for Northland as well as working together during an emergency response to an event.
Whilst there will be a transition period to disestablish the NTA, Far North District Council stood up their new transport services structure on 15 July 2024 and Kaipara and Whangarei District Councils and Northern Regional Council will go live with their new structures on 5 August 2024. Full transition is expected to be completed by 30 September.

The three district councils in conjunction with NZ Transport Agency Waka Kotahi (NZTA) have developed a comprehensive multifaceted program of capital improvements and road safety promotion activities to meet the expectations of The Governments 10-year road safety strategy “A Road to Zero”.
Road to Zero has a targeted goal of reducing Death and Serios Injuries from road trauma by 40% by 2030.
This report focuses on three key responses to the Road to Zero goal.
1. Infrastructure Improvements – improvements to roads and roadsides
2. Speed Management – speed limit reviews and supporting infrastructure
3. Road User Choice – Encourage safer choices and safer behaviors on our roads
According to the Communities
At Risk Register 2023 Northland has the highest overall risk rating of any
region in New Zealand, with Gisborne being the only other region to have an
overall high risk classification.
The Communities at Risk Register identifies a number of crash types and ranks each region based on their relative crash risk. The following table summarises the specific crash risks where Northland ranked highly. Noting that a high rank means Northland is one of the worst performing regions in New Zealand for that specific crash risk.

Speed Management – Speed Limit Reviews 24-27
The Ministry of Transport is has consulted on the proposed 2024 Setting of Speed Limits Rule. Results from that consultation are expected over the next few months. The proposed rule supports Northland’s catchment (road by road) based review and includes continuing requirements for robust consultation as well as a new requirement for cost benefit analysis of speed limit changes. Under the amended 2022 Rule, Regional Speed Management Plans are no longer required. Based on final funding levels each District’s proposed programme of works is captured below:

GPS indications and NLTP funding for road safety education and promotion:
NZTA have recently released indicative funding limits for most of the “Business as Usual” (BAU) work categories. There were however no figures released for the Road Safety Education and Promotion work categories. NZTA have announced that the final approved funding figures will be released on 1 September 2024. This obviously has a disruptive influence on planned road safety work for Northland which when looking at the above figures and a national review is urgently needed.
When comparing the approved funding for Road Safety for the 2021/2024 financial period actuals against what is being reflected in the draft Government Policy Statement on Land Transport 2024 (GPS) there is close to a 50% reduction.
Whilst not yet confirmed, it is feared that this proposed marked reduction in funding for road safety education and promotion could potentially have a detrimental impact on Northland communities.
The programmes that presently run in Northland, such as the Wrap Around Driver Licensing Mentorship and safety programmes, recidivous drink driving courses, learning bike skills in schools, just to name a few, have life-long impacts on the attendees and set them up to be safer road users in Northland.
The regions road safety partners are continuing business as usual at this stage, and considering what the next three years may look like but cannot plan appropriately till the funding is confirmed.

The purpose of this agenda item is to provide each member of the Northland Regional Transport Committee the opportunity to communicate the key strategic transportation issues identified by their respective Council/Organisation via either a written report or verbal update. Members reports can help provide a list of strategic outputs for further consideration by the RTC.
Council roading and transport staff will be present at the meeting to provide responses to any questions or requests for information raised as part of their respective member updates.
1. That the report ‘Committee Members Priorities and Updates’ by Chris Powell, Transport Manager - Northland Transportation Alliance and dated 12 July 2024, be received.
2. The supplementary verbal updates provided by Regional Transport Committee members be received.
Background/Tuhinga
Under the Northland Regional Transport Committee Terms of Reference, the functions of the Committee are defined as:
1. To prepare for approval by the Northland Regional Council:
a) a Regional Land Transport Plan for the Northland region, or any variations to the plan or any reports on the plan prepared under the Act;
b) a Regional Public Transport Plan, or any variations to the plan prepared under the Act; and
c) to provide the regional council with any advice and assistance the regional council may request in relation to its transport responsibilities.
2. To adopt a policy that determines significance in respect of variations made to the Regional Land Transport Plan.
3. To regularly monitor and review progress towards the adoption and implementation of the Regional Land Transport Plan.
4. To approve procedures and requirements for implementing the council’s public passenger transport service registration functions under the Act;
5. To advise the council on any significant legislative changes, programmes, plans or reports relating to the region’s land transport system.
6. To liaise with Ministry of Transport, New Zealand Transport Agency, the Commissioner of Police, district councils, Northland’s Road Safety Forum and other interests on land transport matters and advise the council on appropriate new initiatives.
7. To regularly monitor and review progress towards the performance targets and outcomes relative to land transport contained in the current Long-Term Plan and Annual Plan. members are tasked to regularly monitor and review progress towards the performance targets and outcomes related to land transport contained in the current Council Long-Term Plan and Annual Plan.
The objective of these regular member updates is to provide staff with clear understanding of the Regional Transport Committee’s key strategic issues and priorities to inform works associated with the 2024/2027 RLTP (and individual Council LTP’s where applicable). These reports can help provide a list of strategic outputs for further consideration by the RTC.
At the time of submitting this paper, no written Priorities or Updates had been received from the Regional Transport Committee Elected Representatives.
Therefore, items for discussion will be tabled on the day.
