1.    Activations and response

There have been no activations of the ECC in the past quarter.

Tsunami Advisory 

A National Advisory was issued on Tuesday 17 December following a 7.3 earthquake in Vanuatu.  The duty officer monitored the information received, keeping agencies and stakeholders informed.  There was no tsunami treat to New Zealand.

Severe Weather Event

Metservice issued a severe weather warning and wind warning for Northland overnight on 20-21 January 2025. Rainfall generally aligned with the forecast, with significant accumulations observed in the Far North, particularly around Kaeo (up to 120mm).

Key Impacts: Minor Disruptions.  Isolated power outages and several road closures occurred due to slips and surface water.

CDEM Response Required: The event did not necessitate a formal Civil Defence Emergency Management (CDEM) response.

FENZ Waikaraka Fire

The Waikaraka fire, which occurred near Whangārei on 9 January 2025, was a significant event that required a substantial response from Fire and Emergency New Zealand (FENZ).

·     Containment and Extinguishment: FENZ deployed multiple crews, including aerial support, to contain the 14-hectare blaze.

·     Evacuations: The fire necessitated the temporary evacuation of two homes.

·     Ongoing Monitoring: Even after containment, FENZ continued to monitor the area for hotspots and ensure the fire was fully extinguished.

·     CDEM Support:  WDC provided several CDEM trained staff to support the response on 9 January.

 

2.    CDEM Group

Evania Arani, Welfare Manager resigned in December to take up a role in Perth, Australia.   Kylie Cox has been appointed as Welfare Manager.

James Harvey’s six month fixed term contract has been extended for a further month.

Laura Exton has returned to her role as Emergency Management Officer (Kaipara) on 3 February.

Graeme MacDonald CDEM Group Manager and Group Controller has resigned and will be leaving at the end of March 2025. Recruitment is underway for a replacement and Graeme will remain as a controller under contract.

 

3.    Far North CDEM Update

 

Activities undertaken by the emergency management specialist that are relative to the 2024-2025 Work Plan as outlined in the Far North District Council Service Level Agreement:

·    Community engagement to support and enhance Marae and Community resilience and reviews of community response plans. (Karikari Peninsula, Russell, Northland Fijian Community, Doubtless Bay Kindergarten, Hillcrest Kindergarten Kaikohe, Morehu Marae-Pawarenga, Lake Ohia, Takahue, Te Hapua, Totara North)

·    Review and maintenance of Tsunami Information Boards

·    Collaboration and support with review of multi-agency emergency planning at Ngawha Corrections Facility.

·    Review of FNDC Emergency Operations IT equipment

·    Installation of tsunami evacuation signs at Te Hapua

4.    Kaipara CDEM Update

Activities undertaken by the emergency management specialist that are relative to the 2024-2025 Work Plan as outlined in the Kaipara District Council Service Level Agreement:

•         Community engagement to support and enhance marae and community resilience      

•         Review and writing of Emergency Operations Procedures

·        Engagement and participation with NCDEM projects including: Northland Lifelines Group, Northland Welfare Coordination Group, Rural Support Trust and Rural Collaboration Dinners

·        Provision of training & exercise opportunities for KDC staff

·        Enhancement and promotion of CDEM through building relationships with key stakeholders

·        Supporting the connectivity of lifeline utility organisations to improve infrastructure resilience

·        Planning for and providing for Local Level Welfare Arrangements

·        Review and maintenance of Tsunami Information Boards

 

5.   Whangārei District CDEM Update

Activities undertaken by the emergency management specialist that are relative to the 2024-2025 Work Plan as outlined in the Whangarei District Council Service Level Agreement.  Some highlights for this period are:

·    A recruitment drive and workshop were held late 2024 to recruit more Māori staff into the EOC team in order to enhance the presence of local Māori knowledge and guidance to the functions and EOC leadership during an event.  There is also a lack of a committed Pou Māori; Māori Representative to the IMT and Advisor to the Controller and part of this kaupapa is to develop new Māori Representative/Advisor(s) from the EOC team.

·    A Duty Card for Pou Māori; Māori Representative has also been developed locally, as there is no duty card developed nationally.

 

·    WDC held an EOC Exercise in December and was attended by 30 staff along with assistance from NEMA and the Group CDEM.  The scenario was a tsunami for the Northland region and overall, the WDC EOC team did very well.  Post exercise we have sought feedback and from this information we have developed some actions for improvement.

·    We have scheduled a WDC EOC Training Exercise for March, which is more of a training-based exercise.

·    We have purchased new laptops for the EOC, as some of this hardware is over five years old and starting to fail.  Work is continuing on developing the Emergency Management Sharepoint site in regard to templates and ease of use, along with developing the MS Teams for EOC.

·    Registrations for training have been published for WDC staff to attend up to 18 courses for 2025, including four CIMS4 courses, Function courses and a Response Manager course.

·    Work, support and development continue with Community Response Groups, Marae, some retirement villages and tsunami evacuation advice/practice for a school.  Along with some public engagement at Emergency Services Day and outdoor markets.

 

 

 

 

6.    Welfare Update

Welfare Coordination Group (WCG)

The final Welfare Coordination Group meeting of the year took place on December 5, 2024. Michael Champtaloup, Senior Advisor for Community Readiness and Recovery at Fire and Emergency Management NZ, presented FENZ’s recovery approach, which was well received. A key highlight of the meeting was a tabletop exercise simulating a power outage, where participants developed an initial action plan and completed a status report for their organisations. This exercise sparked valuable discussions and refreshed members on reporting requirements.

The Welfare Coordination Group approved the 2025 meeting calendar. The date the meetings will be held are as follows:

Dave Gawn, Chief Executive NEMA hosted a CEG Chairs workshop in Wellington on 18 February with a focus on the development of the proposed new CDEM legislation.  The Emergency Manager also  attended a two day national managers workshop on 12 and 13 February, also focused on the proposed CDEM legislation.

 

7.    Northland Lifelines Group Update

A Northland Lifelines Group (NLG) meeting was held on Friday 13 December.  The Group was updated on the status of the two NLG documents that are currently under review.  The Fuel Contingency Plan is progressing to align its structure and content with the National Fuel Plan. The Power Outage Plan still requires information from lifeline agencies to get the plan to a stage where it can be presented to the group as a draft review.

Lifeline Utility Co-ordinator Protocols document updated and circulated to the group.

Northland Waste have now joined the group as a solid waste entity who are critical to response and recovery going forward.

The website views are higher than we would expect for this period. However, we believe a lot of this was driven by the December 17 Vanuatu earthquake, when a tsunami threat for New Zealand was being assessed – with people checking the website to ensure they knew what the sirens sounded like, in case they needed to evaluate.

Preparedness campaigns – Get summer ready

As part of our efforts to promote community preparedness, we are launching a communications campaign featuring radio ads, Facebook posts, and digital ads over key summer and winter periods. The key focus for this will be to highlight easy, everyday preparedness tips and aligning as much as we can to NEMA’s get summer and winter ready campaigns.

The summer campaign runs from January 6 to 26 February.

 

9.    Māori Engagement Update  

Attended, engaged and presented to the following whānau from October to December 2024.

·     Supported the 35 Flood Mitigation Project with NRC Rivers & Natural Hazards and CDEM Te Taitokerau with Marae preparedness planning:

-     Initial Hui and 101 NCDEM Presentation to 7 Marae-Hapū in Kaipara, Pawarenga, Mangamuka and Mitimiti.

-     Marae preparedness plan workshops with Hapū-Marae in Kaipara (2 visits), Mangamuka (4 visits).

-     One plan completed (Kaipara)

-     2 plans being finalised by Marae (Mangamuka)

-     2 marae reviewing-updating their plans.

 

·     Replacement Tsunami Siren Project, supporting Brendon Gray:

-     Continuing kōrero/engagement with Rawhiti (Bay of Islands), Waitangi National Grounds Trust, Waimanoni Marae, Taipa and Te Hapua hapū.

 

·     General Engagement with whānau across Te Taitokerau:

-     Hui with NEMA Pasifika Group Salevi Tiatia and Falē Pasifika Te Taitokerau.

-     Talanoa with local Pasifika Groups: Falē Pasifika Te Taitokerau, Ministry for Pacific Peoples, Te Whatu Ora, MahiTahi, Mountains to Sea.

-     Supported the NRC Climate Resilience Team and WDC Climate team with community resilience fund.

-     Attend Papakainga opening at Ahikiwi Marae (Ngāti Whatua O Kaipara)

-     Hui with Fijian community in Paihia supporting Bill Hutchinson and Kori Puckey.

 

We have received many enquiries about support in the Marae preparedness space throughout Te Taitokerau.  The amount of mahi in the relationship building with Māori has again increased and this is thanks to the great mahi by the NCDEM whānau. (The next 6 months will be very hectic in this space).

 

10.  Tsunami Siren project installation update

 

Construction slowed over the Christmas period, but has now restarted with 19 of the remaining 22 sites being planned for February and March.

The coming months will also see the sirens being connected to mains power, the final physical stage of their construction.

11.  Tsunami Inundation Modelling Project

 

The updated modelling is complete and new GIS models have been completed using both the three-zone and blue-zone mapping. With the release of a new Directors Guideline in 2025 all regions are directed to change to blue-zone mapping, which we have done as part of this project.

The new inundation models show significant reductions in the zoning for some areas. This change will take some in depth community engagement, as will the change to using blue zones.

Work is underway to replace the tsunami information boards throughout Northland with new maps as a result of the inundation modelling project.

The modelling data is also being supplied to the district councils to utilise in their climate resilience planning.

 

12.  Multi Agency Coordination Centre

 

The Council’s MACC Heads of Agreement (binding) has been considered by all four Councils and approval given for all CEOs to sign. The Heads of Agreement (HoA) Execution Copy is currently being finalised.

The NRC-FENZ MACC Heads of Agreement (non-binding) is currently being negotiated and the Development Agreement (binding) will follow closely. Parties have indicated they are broadly satisfied with the proposed HoA and FENZ and NRC approval should follow in February/March 2025.

To ensure work progresses, the following has been (or is being) undertaken concurrently: 

·    Contamination survey undertaken, report received;

·    Asbestos Demolition Survey undertaken, report received;

·    Topographical survey and subsurface detection undertaken, report received;

·    Planner advice on resource consenting received;

·    Quantity Surveyor has been selected;

·    Architect and Design Team (Engineers, etc) RFQ has been drafted.

 

13.  Professional Development and Engagement

Training

Training provided for the last quarter included Coordinated Incident Management Training Level 4 (CIMS4), CIMS function and Emergency Operation Centre (EOC) exercises. 

The exercise days (at both NRC and WDC) were well attended with staff able to build on their existing skill sets and identify areas for further learning, however numbers on the function specific training were below expectation.

+ RRANZ – Response and Recovery Aotearoa New Zealand

 

Looking forward to the 2025 calendar year the CDEM Training Fund (provided through the Tertiary Education Commission) allocation for Northland is $72413. This funding covers the costs for five weeks of training that have been booked and dates have been circulated to the respective councils via the CDEM Emergency Management Specialists. 

 

Exercise 2025

 

Planning for a multi-agency exercise to be held in November 2025 is underway.  The exercise will simulate a real time event will support the development of, and continue to build the capability and capacity of, local government staff across Northland.

The exercise will follow a ‘functional exercise’ format over a one-day period where participants will perform their usual coordination centre functions in a simulated environment in real time. No movement or deployment of personnel or resources will occur.

The scenario will be developed and will be simulate an event impacting the Northland region, and it is expected the Emergency Coordination Centre and Operation Centres will be established as per each council process within existing facilities, replicating a real response.

Staff will have opportunities to attend training throughout the calendar year in preparation for participating in an exercise (i.e. CIMS4, function and locally organised exercises).

 

Engagement

 

Northland CDEM Staff were invited to attend the Fire and Emergency New Zealand (FENZ) Simulation Exercise (SIMEX) held in Parua Bay in November.  Two staff attended the training week, further developing regional agency collaboration as well as expanding their knowledge and understanding of CDEM support to FENZ during responses. 

 

Conference

Jenny Calder was invited to present at the Risk, Emergency and Business Continuity Management Conference & Resilience Expo 2024, 9 -11 December 2024 in Riyadh-Saudi Arabia, as part of a panel discussing Community Participation and Volunteer Work During Crisis and Disasters.  This invitation came about because of the work Jenny does globally in the volunteer space with Task Force Kiwi. 

Speakers for the conference were from the Kingdom of Saudi Arabia, Aotearoa New Zealand, Australia, Canada, Columbia, Germany, Japan, United Kingdom, and the United States of America.  Across the conference, topics covered ranged from crisis and disaster management to governance, communications, community participation and volunteerism, emerging technologies, artificial intelligence and sustainable recovery.

The information shared highlighted the similarity of issues and challenges faced by many countries.  The conference provided a platform to share practices and processes that have been tried and tested, which can then be adapted to the needs of our home countries, regions and communities.

 

14.  Natural Hazards Update

 

Risk Portal

Te Taitokerau’s Resilience Explorer portal continues to be developed. Urban Intelligence have added in many of the initial GIS layers needed for the portal and we are working to add more layers. At the beginning of November 2024, we held eight workshops with NRC, district councils, and lifeline staff to look at the risk ratings used within the system and to ensure that they meet the lived experience of staff. One of the new features of Resilience Explorer is ‘isolation modelling’, this allows users to identify areas that are isolated from predefined essential services. Urban Intelligence met with the Northland CDEM at the end of January 2025 to identify which essential services we would like to see modelled.

 

Early Flood Forecast System

The development of the trial Early Flood Forecast System for the Waitangi Catchment is well underway, and our modellers are working closely with the NRC Hydrology Team on a system that will enable the hydrologists to better forecast the river’s response to high rainfall. The trial system is scheduled to be operational from April 2025.

Wairoa River Model

NRC have contracted Submergent to develop a model of the Wairoa River and improve our understanding of future flooding. The Wairoa is a complex river and potential flood levels are influenced by river flow (caused by rainfall in its catchments), tide, storm surge, atmospheric pressure and wind fetch. This model will provide updated flood maps and information for the NRC River’s Team, but also aid NRC’s Hydrology Team in their understanding of the river and ability to forecast future floods.

 

15.  Tsunami Siren Testing

 

Faults Reported

From the tsunami siren testing undertaken in October 2024 a few siren faults were identified.  These fault sites were reported in the previous CEG/CDEM Report and it was agreed not to repair these sirens due to these sites being mitigated with the installation of the new tsunami sirens, which can be activated in those affected areas should the need arise.

A further faulty siren was identified post the CEG/CDEM meeting and it was agreed that this siren would be repaired due to the location of not having a new siren installed due to a delay in site identification, along with a growing population over the summer period.  This site was Waipu Cove and the faulty siren was repaired on the 9th January 2025.

Local Controllers appointments - Addressing the Shortage of Appointed Local Controllers for Emergency Response in the Far North District.

The FNDC Shared Service Agreement Focal Point, Ruben Garcia, has raised preparedness concerns with the senior leadership team, and as an organisation, and they are prioritising this critical need, and in the process of identifying suitable candidates to upskill and train ASAP. 

Over the past 12+ months, FNDC have been challenged by significantly high levels of staff turnover which has affected the pool of trained staff to be available and involved in FNDC Civil Defence operations. 

 The current plan that the FNDC are working to, in an effort to address this critical need, includes:

·     Maximise FNDC participation in regional training opportunities;

·     Conduct bi-monthly mock EOC exercises to test readiness;

·     Identify at least two Controller candidates,  and determine learning and development path;

The CEG will be updated on progress.

Recovery from Cyclone Gabreille was the most extensive recovery effort in the 25-year history of the Northland Civil Defence Emergency Management (CDEM).  Attached is the report commissioned to review and identify lessons and possible solutions to inform further recovery arrangements for the Northland region.

1.    That the report ‘Cyclone Gabrielle Recovery review report’ by Graeme MacDonald, Emergency Manager and Mark Trüdinger, Emergency Management Recovery Specialist and dated 18 February 2025, be received.

 

2.    That the CDEM Group endorses the development of a recovery workplan that prioritises actions that builds upon and strengthens existing Northland recovery plans and arrangements.

 

3.    That the CEG chair provides an update on the development of a recovery workplan at the

next meeting of the CDEM Group.

         

Background/Tuhinga

Northland CDEM Group Manager commissioned a report to assess the efficacy and effectiveness of the Cyclone Gabrielle recovery to identify lessons and possible solutions to inform future recovery operations.

The report found that the recovery from Cyclone Gabrielle in early 2023 was effective and aligned to legislation and the guidance provided by the National Emergency Management Agency, and the Northland CDEM Group Plan.

It acknowledged challenging factors including the significant disruption to the region and that this was the most extensive recovery effort in the 25 year history of the Northland Civil Defence Emergency Management (CDEM).

Despite the challenges, it was identified by this review, that many hapū and iwi, community groups and organisations, neighbours and communities, as well as local, regional and central Government agencies contributed to many successful recovery projects and programmes in Te Tai Tokerau Northland. Everyone involved should be congratulated on the mahi they did to help the region recover.

The recovery system as a whole, at all levels, is not as well developed or resourced as ‘response’ efforts, despite recovery often requiring medium to long term efforts.  This review is the opportunity to put in place a best practice recovery programme for Northland, based on the nationally developed Recovery Preparedness and Management Director’s Guideline for CDEM Groups [DGL 24/20][1], and to build on and strengthen Northland’s recovery planning work done to date.

The report is attached.

The author of the report, Sandra James will provide a brief presentation and be available to answer questions from the group.

Background/Tuhinga

Emergency Management Specialists have maintained active, collaborative engagement with both marae and community groups to facilitate the establishment of new community response and marae preparedness plans. Concurrently, several active plans have been reviewed

Work undertaken

The following graphs present the collaborative efforts and status updated on the recent initiatives undertaken by the Northland Civil Defence Group. They detail initial engagement progress, completed plans, reviewed and existing plans, and the total engagement in the past quarter, for community response groups ad marae preparedness.

 

A reflection of who CDEM staff have been engaged with over the last 3 months

Year to date, 58 plans are completed.

Marae preparedness plans will increase once the Emergency Management Specialists complete workshops and Māori agree their plans

 

 

 

 

In line with the Government response (Strengthening disaster resilience and emergency management) to the Report of the Government Inquiry in the Response to the North Island Severe Weather Events Inquiry and acknowledging that communities are a key part of the official response, it is timely that we review community response plans that have identified hazards but not yet included essential information such as suggested evacuation locations and key community assembly points.

This will support the continuance in building community resilience initiatives and strengthen community cohesiveness. 

 

At the beginning of 2024, engagement trends were initially slow as CDEM concentrated on rebuilding efforts and establishing key stakeholder relationships. Since then, processes for engagement have been developed, and staff are continuously testing and refining these methods.

“Other” are places such as schools/kindergartens, community engagement events and meetings undertaken in the last quarter where there has been a focus on response planning.

Māori Engagement

CDEM engagement with Māori continues to grow across the rōhe. CDEM have been working alongside Māori to enhance connections and develop hapū-led initiatives. Hapū continue to be pivotal in supporting the Northland Tsunami Siren Replacement Project.

Due to the relationships established with iwi-hapū and the confidence that CDEM provides in supporting preparedness and capability building, several marae are now reaching out. Requests for workshops focused on marae preparedness have increased with the goal of completing comprehensive Marae preparedness plans. This is projected to increase the CDEM team workload by approximately 35%. CDEM anticipate that this upward trend will continue during 2025 and do not foresee a decline in the near future. The CDEM group continue to carefully balance this additional workload with their existing accountabilities to ensure all community needs are met.

Climate Action

CDEM continue to support the Climate Action Team with the Climate Resilient Communities Fund as requested by staff.

Northland Flood Resilient Māori Communities and Marae Project

The Northland Regional Council (NRC) Rivers Team are currently executing this project to reduce the risk of flooding around Te Taitokerau. CDEM continues to support this project by providing Marae preparedness planning for the 35 identified Marae across Te Taitokerau that are currently exposed to one in 100 yr flood events. Collaborative efforts have empowered Marae to enhance their resilience.
