Due to constraints staff were not able to convene a meeting of the Māori Technical Advisory Group (MTAG) prior to this months (May) formal meeting of Te Taitokerau Māori and Council Working Party (TMAC). However, a meeting with MTAG will take place prior to the July meeting (of TTMAC).
Work that was to be considered by MTAG included:
- Completion of the Mana Whakahono a Rohe single agreement
- Ongoing work on council consent processing, and
- Review of the effectiveness of TTMAC.
Please note that agenda items (of this agenda) 3.5 Workshop: Review of Te Taitokerau Māori and Council Working Party; and 3.6 Mātauranga Māori both influence the current work programme of MTAG.
Specifically, it’s now proposed that wider TTMAC group provide initial feedback through this formal meeting to inform the MTAG review. Any information and/or feedback received at the meeting along with the collated survey responses (open to all TTMAC members) will be presented to MTAG who will provide recommendations for TTMAC to review and provide recommendations to council at its July formal meeting.
Likewise, information pertaining to the use of Mātauranga Māori will possibly influence the content of a Mana Whakahono a Rohe single agreement that MTAG have been working on.

At the March meeting of Te Taitokerau Māori and Council
Working Party (TTMAC), the Māori Technical Advisory Group (MTAG) were
tasked with undertaking a review TTMAC to inform the councils review of its
governance structure.
Unfortunately, due to time constraints a meeting of MTAG was unable to be
organised. As a result, the review of TTMAC will commence during May’s
TTMAC’s formal meeting.

Tuhinga/Background
In advance of the 2016 election TTMAC and council undertook a review of TTMAC to provide advice to the incoming council on whether TTMAC should be reformed and if so with what improvements. With council elections due in October 2019 council is once again reviewing its governance structure and seeking feedback from TTMAC on what it thinks should be improved on.
By way of background, following the 2016 elections, council reconfirmed the establishment of TTMAC with the following amendments:
1. Establishment of TTMAC as a working party of council rather than a formal committee. This was consistent with amendments to council’s wider governance structure and provided the opportunity for council to appoint a non-councillor as co-chair for the working party. Members Tipene and Dimery were appointed co-chairs with member Rameka proxy should member Tipene be absent.
2. TTMAC member representation on council’s other working parties:
a) Natural Resources Working Party
b) Pest Management Working Party
c) Marine Management Working Party (this working party was condensed into Natural resources)
d) Planning Working Party.
3. That the TTMAC Working Party membership consist 24 non-elected representatives and six councillors, including the council chairman (this has since reduced to five councillors).
Since being formally re-established, TTMAC has continued meeting bimonthly, alternating between formal meetings and regional marae based hui. The following is a snapshot of those meetings:
· Eleven formal meetings have been held at councils Whangārei office
· Eight regional marae based hui have been held:

o Te Hana Marae
o Te Whare Āwhina o Takou
o Waiora Marae
o Ōruawharo Marae
o Ōtira Marae

· Review of economic development
· Presentations on:
o National responses to Pest Management (Myrtle Rust Mycoplasma Bovis)
o Ministry for the Environment and Iwi Leaders Forum
· Ongoing input into the development of the Proposed Regional Plan (PRP) including:
o Design of criteria for independent Māori Commissioners
o Design assistance programme for submitters to the PRP
o Participation in the Planning Working Party
· Review of the Terms of Reference
· Māori Technical Advisory/TTMAC input into:
o Mana Whakahono a Rohe (ongoing)
o Consent processes (ongoing)
o Where’s your Wai?
o Inter-regional Marine Pathways Pest Management discussion document
o Long Term Plan 2018-2028
o Councils internal economic process - Regional Māori Economic Scan
· Ongoing caucusing session preceding the formal meetings
Next steps
The review of the previous advisory committee was undertaken in the main, via a survey. This was done via surveymonkey with responses being anonymous. At that time, only nine members completed the survey. This was presented to TTMAC and along with the discussion held at the time, formed the basis of TTMAC recommendations to the incoming council.
The survey is currently open for members to contribute responses however due to the low response rate staff would like to undertake a facilitated feedback session with all TTMAC members as part of the formal May TTMAC meeting. TTMAC members will therefore have an opportunity to respond both by completing the survey and by providing feedback on the day.
Your responses will help complete the collation of information which will be reviewed by MTAG and a recommendations report presented to the July TTMAC meeting for endorsement to council.
Staff will be present during the meeting to capture and record feedback.

The purpose of this paper is to highlight the various legislative provisions, plans and funding agreements that refer to Mātauranga Māori and seek Te Taitokerau Māori and Council Working Party support for MTAG to consider and provide feedback to TTMAC on how council can best support the implementation of these requirements.
1. That the report ‘Mātauranga Māori’ by Jean-Charles Perquin, Natural Resource Science Manager and Rachel Ropiha, Kaiarahi - Kaupapa Māori and dated 16 April 2019, be received.
2. That TTMAC support MTAG to work with staff to further investigate and provide guidance on how council should fulfil its role and responsibilities to support, facilitate and implement a Mātauranga Māori monitoring framework within Te Taitokerau.
Tuhinga/Background
Council is required, through a number of different provisions, to engage with tangata whenua to support the development and implementation of a Mātauranga Māori monitoring framework within Te Taitokerau. For example:
1. Policy CB1(aa)(v) of the National Policy Statement for Freshwater Management requires council to develop a monitoring plan, for monitoring freshwater, that must include Mātauranga Māori.
2. Policy 8.1.3 of the Regional Policy Statement for Northland states that the regional and district councils shall provide opportunities for the use and incorporation of Mātauranga Māori into decision-making, management, implementation, and monitoring of natural and physical resources under the Resource Management Act 1991, and
3. Method 8.1.8 of the Regional Policy Statement states that the regional council will support tangata whenua if they choose to develop and implement a regional Mātauranga Māori-based environmental monitoring framework by:
a. Providing information and advice during the development of the monitoring framework;
b. Providing training to assist tangata whenua to promote and implement the monitoring framework on an ongoing basis; and
c. Incorporating the results and recommendation of tangata whenua monitoring in council’s monitoring reports.
4. Ministry for the Environment - Freshwater Improvement Fund funding agreements require council to work with tangata whenua, within particular catchments that the funding relates, to support and develop Mātauranga Māori freshwater quality monitoring.
Staff would like to discuss this with TTMAC, and seek guidance, to better understand tangata whenua expectations of what council can do to best support tangata whenua to undertake environmental monitoring using a Mātauranga Māori approach. Staff are particularly aware that council needs to adopt a consistent and coordinated approach to supporting tangata whenua to undertake Mātauranga Māori monitoring and to ensure that the monitoring results are able to influence council decision-making processes.
By way of further background, as a sector, local government undertook a desktop review of kaupapa Māori monitoring tools, frameworks and methods currently used across Aotearoa. This review can be viewed at https://www.nrc.govt.nz/media/13642/kaupapa-maori-assessments-final-jan-2019.pdf.
Staff seek TTMAC approval for MTAG to meet with staff and discuss how best council can support the implementation of a coordinated Mātauranga Māori monitoring approach across Te Taitokerau and bring that back to TTMAC for feedback and further discussion.

Natural Resources Working Party (Chair: Councillor Justin Blaikie; no TTMAC attendee)
The Natural Resources Working Party met on 6 March 2019. The topics for discussion included:
• Northern Wairoa FIF Update
• Summary of Farm Plan Phone Survey
• Dune Lakes FIF Update
• Awanui Long Term Plan River Works
• Waipu and Paparoa Flood Maps
• Wetland Mapping in Northland
Following discussion, the Natural Resources Working Party provided advice on the following next steps:
• Provide an update on wetland mapping at the next Natural Resources Working Party meeting.
• Provide information regarding carbon sequestration rates in wetlands.
• Provide an update to council on Wetland Condition Index Monitoring.

The first TTMAC marae-based regional hui for 2019 was hosted by Ngāti Tara at Parapara Marae on 11 April.
Key issues centred around the:
· Taipā waste water treatment plant (WWTP), the impending resource consent hearing on 24 June, and the impact of WWTP’s effluent discharge to their awa and moana’s health
· Mahi done by Kaitiaki Rangers over the summer providing guidance on how to treat the area in a culturally and environmentally friendly way
· Issues relating to vehicles on beaches, rubbish, proliferation of beach access ways, erosion and dune protection, water quality and eroding infrastructure.
Working party members in attendance were Victor Holloway (host), Co-chair Paul Dimery and Councillors Shepherd and Finlayson. The hui was also attended by senior managers and council staff.
Thanks and acknowledgements are extended to Parapara Marae for hosting TTMAC and to member Holloway for hosting the hui.

The development of the Proposed Regional Plan for Northland has been the single biggest project for the Strategy, Policy and Planning team over the past three years. As this has now gone through the hearings process and council have adopted the Hearings Panel recommendations on provisions as the council decisions, upcoming work of the Policy and Planning team will become more diverse.
This purpose of this report is to provide an indicative snapshot of Resource Management Act 1991 (RMA) related work the Strategy, Policy and Planning team will be focusing on over the next three years. It does not cover corporate planning activities (such as the Annual Plan) or documents prepared under other Acts (such as the Land Transport Act).

Northland Regional Council Environmental Awards |

As reported at the March meeting of Te Taitokerau Māori and Council Working Party (TTMAC), the council sought to recognise the work being done in our communities to protect and enhance the environment through the introduction of a package of awards. At that meeting, TTMAC appointed member Kake to the judging panel.
Councils inaugural 2019 Environmental Awards closed recently and judges have selected the finalists. An overwhelming 93 applications were received in the eight categories, and judges were extremely impressed with the high calibre of the applications. The finalists in the eight categories will be announced at the meeting.
