Reports on the Northland Regional Land Transport Plan – Funding Uptake are tabled at each Regional Transport Committee (RTC) meeting.
These reports serve to update the RTC on the progress of funding uptake by each of the regions four approved road-controlling authorities and the Northland Regional Council.
This report covers the first year of the 2018/2021 three-year funding period and details the funding uptake by each approved authority for the financial period 1 July 2018 to 30 June 2019.

Background
Reports on the Northland Regional Land Transport Plan – Funding Uptake are tabled at each Regional Transport Committee (RTC) meeting.
These reports serve to update the RTC on the progress of those Activities/Programmes approved for funding assistance in the National Land Transport Programme for each of the regions four approved road-controlling authorities and the Northland Regional Council.
Comparisons on Budgeted Expenditure against Actual Expenditure by Activity/Programme for both the full financial year and year to date for the relevant financial year are provided.
It is important to note that the Activities/Programmes reflected in the attached spreadsheet do not include non-subsidised projects or work categories.
The base information contained in the spreadsheets is sourced directly from the New Zealand Transport Agency’s (NZTA’s) ‘2018 – 21 National Land Transport Programme for Northland’ and from the relevant subsidy claims as submitted to NZTA by the approved authorities.
Any questions in regard to the information reflected in the attached spreadsheets can be directed to the relevant approved road controlling authority.

Northland Regional Road Safety Update |

This report serves to update the Regional Transport Committee (RTC) on the progress of the Northland Road Safety Action Plan and on-going regional road safety related issues.
1. That the report ‘Northland Regional Road Safety Update ’ by Ian Crayton-Brown, Transport Projects Officer and dated 21 May 2019, be received.
2. That the RTC hold a Road Safety Workshop on 12 June 2019 to agree on a road safety vision and priorities for action to achieve that vision for inclusion in a Northland RTC submission on the Northland Road Safety Strategy.
Background/Tuhinga
Regional road safety progress reports are tabled at each Regional Transport Committee (RTC) meeting. These shared reports from the regions road safety partners including the Northland Road Policing Manager, provide an update of the progress made on both the strategic and programme outcomes for the Northland region.
Northland Road Policing will provide a presentation to the RTC detailing the activities and Road Policing interventions undertaken since the April 2019 meeting. This includes the positive ‘Crash Free Easter’ campaign.
Attached is a copy of the ‘Road Safety Outcomes Q2 2018/19’ document, which includes graphical and pictorial representations of key crash & risk data supporting the evidence-based approach for Northland Road Safety Action planning across the region. This document provides national, regional and Police District comparative data and is supported by Northland DHB Hospitalisation figures, ACC claims and Police infringement and Intel data.
The ‘Outcomes’ document reinforces the priority areas that Northland road safety partners are continuing to focus on alcohol, motorcycling, young drivers, speed, high-risk drivers, light vehicles, Restraints continue to be regional priorities. The Police ‘RIDS’ (Restraints – Impairment – Distractions – Speed) campaign concentrates on these driver and occupant risks and have an on-going focus by road policing staff.
The road safety partners are actively assisting police and Road Controlling Authorities with additional interventions including recidivist drink driving & speed courses across the region. Joint ‘Check-points’ with Police are occurring which target restraint and child safety seat usage. Driver Reviver/Fatigue Stops have been held in both the Whangarei and Far North districts. Driver mentoring programmes are occurring across the region.
The Government has recently announced funding towards assisting targeted young drivers to progress through their driver license processes.
Ministry of Transport continue to progress the new National Road Safety Strategy. Community engagement is currently occurring before the draft document is released for full consultation. ‘Vision Zero’, the Safe Systems Approach and the acknowledgement that all drivers will continue to make mistakes is expected to be key components of this document.
A new radio, television and digital ‘Your speed is shared’ campaign has been released by NZTA - https://www.nzta.govt.nz/safety/our-advertising/ This campaign focuses on the passenger’s perspective to help influence the speeding driver.
Five regional road safety radio advertisements have been selected as finalists for next month’s National Radio Media Awards. The Ads cover distractions, news travels fast, weather conditions.
Below is a copy of the latest quarterly traffic related ‘Length of Stay’ Hospitalisation’s in Northland from 2007 through to end of March 2019. As can be seen in the graph below there has been a gradual increase in the <1 day visits but the 1-3 day & >3 day stays have been reasonably steady.

Transportation Infrastructure
Please find attached copies of the “Heat Maps” and the list of local roads and state highways that are categorised as “High Personal Risk” roads in Northland.
Whilst these maps and related lists are updated annually, they will continue to be included in these reports as a point of reference. Copies of the maps can be sourced from the Northland Regional Council.
Northland Transportation Alliance staff are in the process of compiling a tabulated format representing historical and future remedial action for these roads. As funding for this is contained in a number of different work categories, staff are ensuring care is taken to present the correct information. It is anticipated that this information will be available to the August 2019 RTC meeting.
Regional Road Safety Action Plan Workshop
With the Governments number one priority in the Government Policy Statement being the reduction in deaths and serious injuries on the nation’s roads, the RTC approved at the last meeting, that a workshop be held to agree on the vision, priorities and requirements for road safety in Northland.
It was agreed that this workshop would include all RTC representatives, RTC alternate representatives, Mayors, Chairs, Chief Executive Officers and appropriate staff.
The date for this workshop has been set for Wednesday 12 June 2019
It is recommended that approval be sought from the Regional Transport Committee at the August 2019 meeting for the inclusion of the agreed vision and priorities for action and requirements in a regional submission on the Draft National Road Safety Strategy scheduled for release in the middle of this year.

The New Zealand Transport Agency will provide an update report to the Regional Transport Committee.
Key messages include:
· The NZ Transport Agency has been working through prioritising funding for the programmes and projects that best align to the GPS priorities, and will be meeting with local government partners throughout June.
· The NZ Transport Agency is looking at a fundamental change in how we make investment decisions; putting people and place, rather than vehicles and networks, at the centre of our decision-making.
· The NZ Transport Agency has changed how business cases are developed to improve how we identify up front what’s required for a business case to make an investment decision based on context and risk.
· Safety remains the NZ Transport Agency’s top priority and through the Safe Network Programme we’re investing $1.4 billion in projects that will improve safety during this NLTP.

Background/Tuhinga
At the request of the Far North Regional Councillor representative Councillor Ann Court, this report and the attached documents detail the progress to date on the applications made to the Provincial Growth Fund (PGF) for funding assistance for land transport related projects in Northland.
The information provided relates to those projects submitted by the following agencies: -
· Far North District Council;
· Whangarei District Council;
· Kaipara District Council; and
· New Zealand Transport Agency.
It is important to note that the following process is followed in the making of an application: -
The applicant forwards the request the Provincial Growth Fund Steering Group (PGFSG) which consists of representatives from the: -
· Far North District Council;
· Whangarei District Council;
· Kaipara District Council;
· Northland Regional Council;
· Northland Inc.; and
· Northland Transportation Alliance.
The PGFSG assesses the application to ensure in meets the prescribed PGF requirements and if successful obtains support from the members to progress.
The application is then submitted to the Ministry of Business Innovation and Employment (MBIE) for consideration. For transportation related projects, MBIE employs the New Zealand Transport Agency (NZTA) to evaluate the feasibility, viability and stated outcomes to ensure they will meet the PGF objectives, and to ascertain if in fact the project can be funded through the National Land Transport Programme.
If successful, the Northland Transportation Alliance, on behalf of the applicant, applies to the Regional Transport Committee to seek approval for a variation to the Regional Land Transport Plan.

The purpose of this report is to request that the Regional Transport Committee (RTC) approve a variation to the Regional Land Transport Plan 2015/21 (RLTP).
The Northland Transport Alliance have requested that the projects detailed below be included in the RLTP:
· KDC Mangawhai Shared Path
· WDC Robert Street/Walton Street Intersection Improvements
These projects do not require any additional funding because they are being offset by either reductions in other programmes or deferral of other works. This is described in more detail in the body of the agenda.
This application does not require public consultation, as it does not invoke the Significance Policy as contained under Section 8.3 of the RLTP.
Section 18D of the Land Transport Management Act 2003 allows for the variation of a regional land transport plan under certain conditions. These conditions are detailed in the main body of this report.
1. That the report ‘Variation to the 2015/2021 Regional Land Transport Programme – Northland Transport Alliance – Mangawhai Shared Path and Robert/Walton Intersection Improvements’ by Calvin Thomas – Northland Transport Alliance Manager, dated 14 May 2019 be received
2. That the Regional Transport Committee approves the request to vary the Regional Land Transport Plan 2015/21 to make the following changes:
Kaipara District Council
· Include the Mangawhai Shared Path project with a 2018/21 budget of $1,550,000.
· Reduce the Low Cost/Low Risk programme for 2018/21 by $1,550,000
Whangarei District Council
· Include the Robert Street/Walton Street Intersection Improvements project with a combined budget of $1,613,660.
· Remove the Bank Street/Dent Street Intersection Improvements project with a combined budget of $1,613,660.
Background/Tuhinga
Application to Vary the Northland Land Transport Plan 2015/21
The Northland Transport Alliance (NTA) have requested that the Regional Transport Committee approve a variation to the Northland Land Transport Plan 2015/21 (RLTP).
The purpose of this application is to make changes to the RLTP to support the following changes:
· Kaipara District Council’s Mangawhai Shared Path
· Whangarei District Council’s Robert Street/Walton Street Intersection Improvements
This is a joint application by the NTA on behalf of the Kaipara and Whangarei District Councils.
The impact of these changes is detailed below.
Kaipara District Council – Mangawhai Shared Path
This application is being made because NZTA have advised that the “Mangawhai Shared Path” project should be included in the RLTP as a separately identified improvement project. This project is currently included in the RLTP in KDC’s Low Cost/Low Risk Improvement programme. This change is effectively a transfer from one activity to another and does not change the total funding allocated to KDC.

Whangarei District Council – Robert St/Walton St Intersection Improvements
This application is being made to swap the Bank St/Dent St Intersection Improvement project for the Robert St/Walton St Intersection Improvement project. This change is being made because the Robert St/Walton St Intersection Improvement project is a higher priority because it will enable better access to the CBD and will cater for the impacts of the PGF funded Hundertwasser Art Centre project which is currently under construction and is planned for opening in early 2021. This change is effectively a transfer from one activity to another and does not change the total funding allocated to WDC.

The benefit of this change is that it will prioritise work that assists in access to the CBD and traffic flows associated with the Hundertwasser Art Centre project.
Land Transport Management Act 2003
Section 18D of the Land Transport Management Act 2003 provides for the variation of a regional land transport plan in accordance with the following requirements:
(1) A regional transport committee may prepare a variation to its regional land transport plan during the 6 years to which it applies if: -
(a) the variation addresses an issue raised by a review carried out
under
section 18CA; or
(b) good reason exists for making the variation.
(2) A variation may be prepared by a regional transport committee: -
(a) at the request of an approved organisation or the Agency; or
(b) on the regional transport committee’s own motion.
Section (3) relates to Auckland Transport only.
(4) The regional transport committee or Auckland Transport must
consider any
variation request promptly.
(5) The provisions of this Act that apply to the preparation of a
regional land
transport plan apply with the necessary modifications to a variation of a
regional land transport plan; however,
consultation is not required for any
variation that:-
(a) is not significant; or
(b) arises from the declaration or revocation of a State highway.
(6) Section 18B applies, with the necessary modifications, to the approval by
a
regional council of a variation of a regional land transport plan.
(7) The Agency must consider promptly whether to vary the national
land
transport programme after receiving a varied regional land transport plan
forwarded to it by a regional council or Auckland Transport.
(8) A variation of a regional land transport plan does not create an obligation on the Agency to vary the national land transport programme, but the Agency must give written reasons for any decision not to do so.
Considerations
1. Options
The variation to a Regional Land Transport Plan must be undertaken in accordance with the conditions of: -
· Section 18D of the Land Transport Management Act 2003;
· Section 106(2) of the Land Transport Management Amendments Act 2013; and
· Section 8.3 of the Northland Regional Land Transport Plan 2015/18.
The staff recommended option is as detailed above.
2. Significance and Engagement
When analysed against the following documents, this issue is not considered significant and does not require public consultation.
Policy and Legislative Compliance
The request to vary the RLTP is undertaken in accordance with the relevant requirements of the: -
· Land Transport Management Act 2003;
· Land Transport Management Amendments Act 2013; and
· Northland Regional Land Transport Plan 2015/18.
Community Views
As this matter does not exceed any of the above-mentioned significance policies, no public consultation is required.
Māori Impact Statement
At this early stage of the RLTP, there are no known particular impacts on Māori which are different from general users of the road network.
Financial Implications
The financial implications are detailed in the report and are not considered significant.
Implementation issues
There are no implementation issues recognised at this point.
Significance and engagement Policy
This application does not invoke the Significance Policy contained under Section 8.3 of the RLTP. This is because they either do not involve projects that are more than $7 million in value or involve projects that have already been consulted upon through Council Planning processes.
This is in accordance with the following Significance Policy criteria: -
The following amendments or variations to this plan are considered to be significant for the purposes of consultation:
· Addition or removal of a prioritised activity with an approved allocation of more than $7 million, irrespective of the source of funding;
· A scope change to a prioritised activity costing more than 10 percent of the approved allocation but not less than $7 million, irrespective of the source of funding;
· A change in the priority of an activity with an approved allocation of more than $7 million, irrespective of the source of funding; or
· A change in the proportion of nationally distributed funding (N funding) allocated to a prioritised activity with an approved allocation of more than $7 million.
The following variations to this plan are considered to be not significant for the purposes of consultation:
· Addition of an activity or activities that have previously been consulted on in accordance with the sections 18 and 18A of the Land Transport Management Act 2003 and which the Regional Transport Committee considers complies with the provisions for funding approval in accordance with section 20 of that Act.
