This report serves to request the Regional Transport Committee formally approve the prioritised State Highway Improvement Projects, the Road to Zero Speed and Infrastructure Programme and the Local Road Improvement Projects be included in the Draft Regional Land Transport Plan 2021-2027 (RLTP) for release for public comment on 24 February 2021.

 

Recommendation(s)

1.        That the report ‘Draft Regional Land Transport Plan 2021/2027 - Project Prioritisation Approval’ by Chris Powell, Transport Manager - Northland Transport Alliance and dated 15 February 2021, be received.

2.        That the Regional Transport Committee formally approve the order of priority for the projects reflected in the State Highway Improvement Projects, the Road to Zero Speed and Infrastructure Programme and Local Road Improvements as agreed at the 10 February 2021 Project Prioritisation Workshop.

3.        That the Regional Transport Committee approve the inclusion of the State Highway Improvement Projects, the Road to Zero Speed and Infrastructure Programme and Local Road Improvements in the Draft Regional Land Transport Plan 2021/2027 for release for public comment on 24 February 2021.

 

Background/Tuhinga

At the 9 December 2020 Draft Regional Land Transport Plan 2021/2027 (RLTP) Prioritisation Workshop, Regional Transport Committee (RTC) was presented with a list of State Highway Improvement Projects, the Road to Zero Speed and Infrastructure Programme and Local Road Improvement Projects that required prioritisation in accordance with Section 16 (D) of the Land Transport Management Act 2003.

However, since the 9 December 2021 workshop, a large number of changes and requested additions have been made to the State Highway Improvement Projects.

This resulted in the Project Team considering these changes to be significant enough to recommend that the RTC, at their meeting of 10 February 2021, undertake another workshop to discuss and agree on the prioritisation of the projects recently submitted.

At this meeting, the RTC approved the following recommendation:

That the Regional Transport Committee approve the recommendation that an Extraordinary Regional Transport Committee meeting be arranged to approve the outcomes of the Regional Land Transport Plan 2021-2027 Project Prioritisation workshop.

Attached are the following project tables that the Regional Transport Committee have approved for inclusion in the Draft Regional Land Transport Plan 2021/2027 to be released for public consultation on 24 February 2021: -

·    State Highway Improvements;

·    The Road to Zero Speed and Infrastructure Programme: and

·    Local Road Improvements.

The staff’s recommended option is Option 1.

2.        Significance and engagement

Sections 12 to 18H of the Land Transport Management Act 2003 details the Significance and Engagement requirements relating to the compilation a Regional Land Transport Plan.

Sections 117 and 118 of the Land Transport Management Act 2003 details the Significance and Engagement requirements relating to the compilation a Regional Public Transport Plan.

3.        Policy, risk management and legislative compliance

Policies, Risk management and legislative compliance relating to the compilation of a Regional Land Transport Plan and a Regional Public Transport Plan are stipulated in the Land Transport Management Act 2003.

Risks at this time relate to the timely release of the Government Policy Statement and NZTA related documents and requirements.

Community views are being sought as detailed under Section 18 of the Land Transport Management Act 2003.
