Executive summary
The proposed rating policies of the Far North District Council were received yesterday (8 March 2021) and staff analysis overnight determined that the changes were in fact more than minor. Hence, council is requested to receive a supplementary report to give effect to these changes.
Recommendation
That as permitted under section 46A(7) of the Local Government Official Information and Meetings Act 1987 the following supplementary report be received:

Item 4.1: ‘Adoption of the draft Rating Policies (including the Policy on the Remission and Postponement of Rates on Māori Freehold Land) for consultation’ of the extraordinary council meeting agenda presents the draft rating policies (including the policy on the remission and postponement of rates on Māori freehold land), and associated statement of proposal, for adoption for the purposes of consultation.
Council adopts the same rating policies as the three district councils, as they administer the collection of rates on council’s behalf. At the time of preparing the statement of proposal and agenda, staff were advised by the Far North District Council that there were no changes to proposed rating policies for the Far North District, with the exception of minor wording changes.
The proposed rating policies of the Far North District Council were received yesterday (8 March 2021) and staff analysis overnight determined that the changes were in fact more than minor.
As such it is proposed that the proposed policies (included as Attachment 1 to Supplementary Item 4.1) replace pages 13 – 36 of Attachment 1 of Item 4.1 of the main council agenda.
It is also proposed that recommendation 3 of Item 4.1 be amended to read:
3. That council adopts the Statement of Proposal on the draft Rating Policies, including Rates Remission and Postponement Policies, and the Policy on the Remission and Postponement of Rates on Māori Freehold Land (attached under separate cover) for consultation, with amendments to reflect the proposed rating policies of the Far North District Council, as tabled at the extraordinary council meeting on 9 March 2021.
