Executive summary/Whakarāpopototanga
This report serves to update the Regional Transport Committee (RTC) on the process that has been followed on the Draft Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031 since the closing of the public submissions process on 26 March 2021.
It includes a short summary on what has been provided to the Regional Transport Committee members in order for them to undertake the relevant deliberations on the proposed content and structure of the Draft Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031
1. That the report ‘Deliberations on the Draft Northland Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031’ by Chris Powell, Transport Manager - Northland Transport Alliance and dated 4 May 2021, be received.
2. That the Regional Transport Committee undertake deliberations on the Draft Northland Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031 in accordance with Section 18 of the Land Transport Management Act 2003.
3. That the Regional Transport Committee approve staff to make the necessary changes, as agreed at the deliberations meeting, to the Draft Northland Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031
4. That the revised Draft Northland Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031 be tabled at the 15 June 2021 Regional Transport Committee meeting for approval for release to the Northland Regional Council for approval and submission to Waka Kotahi NZ Transport Agency by 30 June 2021.
Background
Following on from the April 2021 RTC meeting, the Project Team has met on several occasions to go through all submissions received on the Draft Northland Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031, group them into categories of similarity and provided recommendations where applicable.
Copies of all submissions received combined with a “Summary of Submissions and Deliberations Report” and a summary of the main points raised at the “Have Your Say” sessions were forwarded to the Regional Transport Committee members and their support staff, on 4 May 2021.

At the Draft Northland Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031 deleberations meeting, the RTC elected representatives will agree on any amenments to be made to both Plans, and approve staff to make the necessary changes.
Staff will table the revised Draft Northland Regional Land Transport Plan 2021-2027 and the Draft Regional Public Transport Plan 2021-2031 at the 15 June 2021 Regional Transport Committee meeting with a reommendation that both documents be forwarded to the Northland Regional Council for approval and submission to Waka Kotahi NZ Transport Agency by 30 June 2021.

6. Significance and engagement
Sections 12 to 18H of the Land Transport Management Act 2003 details the Significance and Engagement requirements relating to the compilation a Regional Land Transport Plan.
Sections 117 and 118 of the Land Transport Management Act 2003 details the Significance and Engagement requirements relating to the compilation a Regional Public Transport Plan.
7. Policy, risk management and legislative compliance
Policies, Risk management and legislative compliance relating to the compilation of a Regional Land Transport Plan and a Regional Public Transport Plan are stipulated in the Land Transport Management Act 2003.
Risks at this time relate to the timely release of the Government Policy Statement and NZTA related documents and requirements
