Executive summary
This report covers the subsidy claims
submitted to Waka Kotahi NZ Transport Agency for the first financial year of
the 2021-2024 three-year funding period and details the funding uptake by each
approved authority for the four-month financial period 1 July 2021 to 31
October 2021.
That the report ‘Northland Regional Land Transport Plan 2021-2027 Funding Uptake’ by Chris Powell, Transport Manager - Northland Transport Alliance and dated 18 November 2021, be received.
Background
Reports relating to the progress made on the funding uptake of the Northland Regional Land Transport Plan 2021-2027 are to be tabled at each Regional Transport Committee (RTC) meeting.
These reports serve to update the RTC on the progress of those Activities/Programmes approved for funding assistance in the National Land Transport Programme 2021-2024 for the Far North District Council, Whangarei District Council, Kaipara District Council, and the Northland Regional Council.
These reports are designed to make comparisons of Budgeted Expenditure against Actual Expenditure by Activity Class/Programme for the relevant financial period. Please note that at the time this report was compiled, the various Waka Kotahi required Programme Monitors (forecast expenditure), which reflect quarterly projected expenditure, has yet to be completed. This is scheduled for completion mid-December 2021.
The Activities/Programmes reflected in the attachments do not include non-subsidised projects or work categories.
The base information contained in the attachments is sourced directly from the Waka Kotahi NZ Transport Agency’s ‘2021-2024 National Land Transport Programme for Northland’ and from the October 2021 subsidy claims as submitted by the approved authorities.

serves to update the Regional Transport Committee (RTC) on the progress
regarding Northland’s evidence-based road safety issues since the 13
October 2021 RTC meeting.

Background/Tuhinga
Regional road safety progress reports are tabled at each Regional Transport Committee (RTC) meeting. These shared reports include input from the Northland Road Policing Manager and the Team Leader Road Safety and Traffic Engineering, Northland Transportation Alliance. This report provides an update on:
· Crash events
· Road safety promotion
· Road safety infrastructure projects
· An overview of the progress made on both the strategic and programme outcomes for the Northland region
Please see Attachment 1 for the New Zealand Police Presentation which will be presented by the Northland Road Policing Manager, Inspector Anne-Marie Fitchett, detailing their road safety operational programme and statistics.
Road Trauma Update
2021 Year to Date Road Death Statistics
· National = 289 deaths compared to 281 in 2020
· Northland = 28 deaths compared to 25 in 2020
Road Safety Delivery
Driver Reviver/Fatigue Stops
The next north bound Uretiti Driver Reviver/Fatigue Stop was scheduled to take place on Friday 17 December 2021. With the removal of Auckland’s border restrictions on 15 December 2021 and due to the pending ‘Traffic Light’ issues around social distancing at the site, managing people & vehicles and the anticipated huge increase in motorists leaving Auckland and coming north, it was deemed appropriate that this Fatigue Stop be cancelled.
The health & safety of the volunteers, and the possibility of the Fatigue Stop causing additional traffic congestion issues at a chaotic time of the year, played a part in the decision making.
The situation will be reviewed and monitored going into the New Year after the Auckland border opens before determining if the next Stops can take place safely. The next Stops are planned for: 28 January 2022 (Northland Anniversary) & 4 February 2022 (Waitangi).
A new relationship with a local service station at Oakleigh is being developed where long-distance drivers are identified and can receive a free refreshment and information on fatigued driving.
Motorcycle Safety
Developing a draft Northland Motorcycle Safety Strategy
Preliminary work is still under way to progress this initiative which will focus on identifying unsafe motorcycle routes and infrastructure required to improve safety for the increasing numbers of motorcycles using Northland roads. A literature research and analysis of motorcycle crash data is helping develop a much better understanding of the problem, gaps and possible affective interventions.
Crash data 2016-2021 for motorcycle fatal, injury and non-injury crashes across Northland shows:
· 385 total crashes
· 21 deaths
· 160 serious injuries
· 190 minor injuries
· Social costs of $212.85 million
There were five motorcycle fatalities in 2019 and five currently in 2021.
The traditional motorcycle season just starting with the onset of summer, coupled with the increasing cost of fuel, may see an increase in motorcyclists on Northland’s roads.
Ride Forever (R4E) Rider Training Update
ACC is involved in multiple motorcycle-focused road safety projects both nationally and within Northland. These include:
· Installation of 90 billboards “Respect the Ride” billboards across New Zealand and Northland, funded by Waka Kotahi
· National Grab One promotion on Ride Forever courses leading up to Christmas
Since 1 July 2021 to date, the current Ride Forever training numbers in Northland are:
· Bronze Course = 22
· Silver Course = 17
· Gold Course = 9
Covid-19 and lockdown restrictions have impacted on the numbers trained. As the year progresses it is anticipated the numbers will grow.
Trending power pole crashes issue:
Information continues to be received from both Top Energy and Northpower regarding power pole and electricity roadside infrastructure assets damaged through crash events. A recent single vehicle/occupant crash in Kaipara striking a power pole resulted in a death.
Top Energy have indicated that in this calendar year they are having over two vehicle incidents a month damaging electrical assets.
WHO (World Health Organisation) “Decade of Action for Road Safety 2021-2030”
WHO launched the Decade of Action for Road Safety 2021-2030 Global Plan in Geneva on 28 October 2021, with the ambitious target of preventing at least 50% of road traffic deaths and injuries by 2030.
Globally, over 3500 people die every day on the roads, which amounts to nearly 1.3million preventable deaths and an estimated 50 million injuries each year – making it the leading killer of children and young people worldwide. As things stand, they are set to cause a further estimated 13 million deaths and 500 million injuries during the next decade, particularly in low- and middle-income countries.
New Zealand has adopted the NZ Road Safety Strategy
2020-2030 - Road to Zero, which complements the global efforts of the
WHO goals. Road to Zero is a nationally aligned and moderated program designed
to meet Government’s Road to Zero Strategy, and New Zealand’s Road
Safety Strategy 2020-30, specifically the goal of reducing death and serious
injuries (DSI’s) from road trauma by 40% by the year 2030.
