This report serves to update the Joint WDC-NRC Whangārei Public Transport Working Party on what has occurred in regard to the CityLink Bus Service since the last meeting of 7 June 2022.
Chris Powell Transport Manager and Jeff Devine Strategy and Planning Manager, Northland Transportation Alliance, will be present at the meeting to answer any questions.

National Bus Driver Shortage
This national issue continues to worsen, with the Whangārei CityLink services being impacted on Monday 27 June 2022 resulting in 9 trips having to be dropped. Notices were placed on the CityLink website, Facebook and TrackaBus advising the public of the disruptions.
Staff continue to monitor the situation and work with the contracted companies to identify and implement remedial action where possible. This situation will continue for the foreseeable future.
Half Price Fares
The government has recently announced that half price fares on contracted bus services and the Total Mobility Scheme will continue until 31 January 2023.
Kamo T2 Lane
The Whangārei District Council has completed a Point of Entry application for the project with NZTA which allows the funding for a Single Stage Business Case to be released. Council has engaged Flow Consultants to complete the Business Case which is required by NZTA to release the construction funding. This is expected to be completed within two months.
Rose Street Bus Terminus Upgrade
The Rose S Bus Terminus was officially opened by her Worship the Mayor of Whangārei on Monday 18 July 2022.
Commencement of bus operations at Rose St are due to commence from Monday 25 July and this was slightly delayed due to the inclement weather over the last few weeks which meant minor works and road marking could not be completed in time.
Once the roadworks are completed and the site cleared the works to upgrade the Rose Street Terminus office will commence.
There is still a coloured pattern to go on the vertical panels and this should be installed week starting 25 July 2022.
Antisocial Behavior at Vine Street Bus Stops and on the CityLink Buses
Damage to the contracted CityLink buses continues with several incidents relating to graffitiing, burning and cutting of seats reported during the month under review.
In an effort to stop this damage, staff make use of the following to try and identify the perpetrators:
· Driver incident reports.
· On bus video footage.
· Reports from the public.
· Security at Rose Street Bus Terminus.
· Whangarei District Council and CitySafe.
· New Zealand Police.
· Ritchies.
Unfortunately, the above is not always successful, and whilst the operator makes every effort to make the relevant repairs as soon as is practicable, some vehicles will be released into service with repairs pending. This does not provide a good image of a service that staff have spent so much time trying to grow and promote.
Due to verbal abuse and threats previously experienced, staff and drivers have been asked if they witness such behavior, not to confront the perpetrators but to report to the relevant authority.
Staff continue to meet with Ritchies, New Zealand Police, Whangārei District Council staff and elected members through the Joint WDC NRC Public Transport Working Party in regards the above.
