The purpose of our presentation
The purpose of this presentation is to present Tātai Aronga data portal, to Te Oneroa-a-Tōhe Beach Board.
The use of the data portal, and the training referred to above, is offered at no cost to the entity. The current scope of Tātai Aronga is exclusively for co-governance arrangements. We understand that this tool would also be of use to whānau, and hapū who are outside of co-governance arrangements. The decision for the initial scope to be with co-governance arrangements was to keep the roll-out of the data portal manageable with the capacity constraints of the team. However, we are gathering learnings and insights as we go to help determine what the next scope of Tātai Aronga will be, in order to get the best outcomes.

Background/Tuhinga
Overview of Tātai Aronga
In 2019, the Minister for Local Government approved a high-level work programme aimed at “enhancing relationships between iwi/Māori and local government” through place-based initiatives.
We have developed practical mechanisms that promote meaningful engagement and support authentic partnership between tangata whenua and local government. This includes Aotearoa Reorua, an initiative to support councils and iwi, hapu or ropu to partner in creating a bilingual centre.
This also includes Tātai Aronga, a co-governance data portal developed to support local decision-making between mana whenua and councils over significant natural resources. The webpage for Tātai Aronga can be found here: Takiwa – Visual data analytics platform.
The overarching objectives of the data portal are to:
· improve the relationship between iwi/Māori and local government;
· improve the management of significant natural resources over which there is a Treaty settlement co-governance arrangement;
· improve the effective and strategic governance of Treaty settlement arrangements over natural resources (with a specific focus on freshwater arrangements);
· improve the environmental outcomes of the significant natural resources over which there is a co-governance arrangement;
· ensure equity of access to data for decision-makers in respect of taonga;
Tātai Aronga was developed with the support and engagement of a range of tangata whenua and council staff from co-governance entities across Aotearoa. In keeping in line with Maori Data Sovereignty principles Tātai Aronga has been designed in a way that requires co-governance entities to approve data that has been curated to be shared on the national view that is publicly available. Information relating to co-governance entities will be kept separate and only accessed by authorised administrators and users.
The roll out of Tātai Aronga
The roll out of Tātai Aronga was based on a two phased approach. The first phase involved testing the programme with seven entities who supported the development of Tātai Aronga. We are now into the second phase which will focus on broader engagement, onboarding of a wider range of entities and expanding the use of the tool. As part of our engagement approach, training and wānanga sessions will be offered where co-governance members and local government staff have an opportunity to explore the in-built mechanisms within the data portal to:
• structure information through ‘data stories’
• monitor and display data on the health of natural resources within specific co-governance arrangements
• share and house data securely between co-governance entities and partners;
• curate web-based maps, generate reports and surveys for iwi to explore their wider specific data strategy.

The purpose of this report is to confirm the meeting date of Te Oneroa-a-Tōhe Beach Board (the Board), for December 2022.
This meeting will be used by the Board to induct the newly elected councillors that have been appointed to the Board for the 2022 – 2025 triennium.
1. That the report ‘Setting the December 2022 meeting date’ by Sheila Taylor, Kaiārahi Kaupapa Māori and dated 16 August 2022, be received.
2. That the Board:
a. Defer setting the Board calendar until the February 2023 Board meeting
or
b. Set the December 2022 Board meetings to 16 December 2022 meeting.
