This report covers subsidy claims submitted to the New Zealand Transport Agency (Waka Kotahi) for the third financial year of the Regional Land Transport Plan 2021-2024 three-year funding period and details the funding assistance uptake by each Approved Road Controlling Authority for the financial period 1 July 2023 to 30 April 2024.

Background/Tuhinga
Section 106 of the Land Transport Management Act 2003 stipulates that: -
(1) The functions of each regional transport committee (other than the regional transport committee for Auckland) are—
(a) to prepare a regional land transport plan, or any variation to the plan, for the approval of the relevant regional council; and
(b) to provide the regional council with any advice and assistance the regional council may request in relation to its transport responsibilities.
In addition to the above, one of the functions of the Regional Transport Committee (RTC) is to monitor the progress of the relevant Regional Land Transport Plan (RLTP).
This report provides the RTC with a quarterly update on the uplift of funding assistance applied for through the Northland Regional Land Transport Plan 2021-2027 (RLTP) and approved in the National Land Transport Programme 2021-2024 (NLTP) for the Far North District Council, Whangarei District Council, Kaipara District Council, New Zealand Transport Agency – Waka Kotahi and the Northland Regional Council transport related works and projects. These are tabled at each Regional Transport Committee (RTC) meeting for consideration.
It is important to note that to obtain all the information for the compilation of the attached funding sheets, the financial figures reflected in this report are a full month in arears of the RTC meeting itself.
These reports and attached spreadsheets provide the RTC with information relating to how each Activity Class/Programme: -
· Is tracking regarding the uptake of the funding assistance approved through the National Land Transport Plan 2021-2024 for the relevant financial year.
· Supports the five Regional Strategic Objectives reflected in the Regional Land Transport Plan 2021-2024.
· Supports the seven Regional Priorities included in the Regional Land Transport Plan 2021-2024.
It also details: -
· The probability of all the approved funding assistance being fully uplifted in the relevant financial year, and
· The reasons for any variations and action to be taken.
As this report updates the RTC on the national funding assistance (subsidies) uptake for those Activities/Programmes approved in the NLTP reflected, the Attachments do not include non-subsidised projects or work categories.
The base information contained in the attachments is sourced directly from the New Zealand Transport Agency’s (Waka Kotahi) ‘2021-2024 National Land Transport Programme for Northland’ and from the individual April 2024 subsidy claims submitted by each of the approved authorities.
Any questions regarding the information reflected in the spreadsheets (distributed separately) can be directed to the relevant approved Road Controlling Authority.

This report updates the Regional Transport Committee (RTC) on the progress made on the Draft Regional Land Transport Plan 2021/2027 (RLTP) – Three Year Review since the meeting of 2 April 2024.
It includes an update on the submission deliberations held on 24 May 2024 and proposes that the Regional Transport committee approve the results from the deliberations workshop. The report also provides the RTC with information on the NZ Transport Agency Waka Kotahi (NZTA) changes to projects listed under State Highway Improvements – Value for Money Safety Projects that triggered the RLTP Significance Policy and resulted in a targeted re-consultation on this.
The paper concludes with the proposed timetable for the period ending 1 August 2024.

2. That the Regional Transport Committee formally approve the Draft Regional Land Transport Plan 2021/2027 (RLTP) – Three Year Review Deliberations Spreadsheets detailing the direction given by the Regional Transport Committee for each written and verbal submission received.
3. That the Regional Transport Committee approve staff to make the necessary amendments to Strategic Front End and the Funding Request spreadsheets of the Draft Regional Land Transport Plan 2021/2027 (RLTP) – Three Year Review in response to submissions received and in accordance with the Regional Transport Committee’s direction.
4. That the Regional Transport Committee delegate the Chairman the authority to approve any changes made in accordance with Recommendation 3 above.
5. That the Regional Transport Committee approve a Special Meeting be held between 1-5 July 2024 to: -
a. Adopt the Regional Land Transport Plan 2021/2027 (RLTP) – Three Year Review.
b. To refer Regional Land Transport Plan 2021/2027 (RLTP) – Three Year Review to the Northland Regional Council with a recommendation it be approved and submitted to NZ Transport Agency Waka Kotahi by no later than 1 August 2024.
6. That the Regional Transport Committee acknowledges that the targeted consultation undertaken between 15 - 29 May 2024 was required as a result of the amendments made to the State Highway Safety Programme.

10. Policy, risk management and legislative compliance
Policy and Legislative Compliance requirements for the Regional Land Transport Plan 2021/2027 – Three Year Review are detailed in the Land Transport Management Act 2003.
11. Background/Tuhinga
Consultation
As detailed in the April 2024 report, consultation on the Draft Regional Land Transport Plan 2021/2027 (RLTP) – Three Year Review ran from 16 February 2024 to 15 March 2024 which included seven “Have Your Say” public drop-in sessions and two online “Have Your Say” events.
A total of 131 submissions (written and verbal) were received.
Deliberations
The deliberations on the submissions received (written and verbal) were held on Friday 24 May 2024. In attendance were the Regional Transport Committee (RTC) Elected Representatives along with members of the RLTP Project Team to provide technical information and assistance when required.
Copies of all submissions were made along with a covering spreadsheet proving submitters name, a short synopsis of the submission received, requested action and the RLTP Project Teams recommendations to the RTC. On Friday 17 May 2024, these were forwarded to all: -
· RTC Elected Representatives.
· RTC Alternate Representatives.
· Chief Executive Officers.
· District Council Roading/Infrastructure Managers.
· RLTP Project Team members.
At the workshop, an electronic copy of the spreadsheet was tabled with a recommendation that the RTC provide direction to staff on actions to be taken in regard each submission.
See Attachment I for completed Submissions Spreadsheet.
On completion of the workshop, staff recommended that the RTC directed e that the deliberations spreadsheets that detail the direction given by the Regional Transport Committee in regard to each written and verbal submission, be tabled at the meeting of 11 June 2024 for formal approval.
Additional Consultation
Included in the April 2024 paper were the following statement: -
“That the Regional Transport Committee approve that in the event that the Significance Policy is triggered by the release of the State Highway Investment Proposal or by updating of the Funding Application Spreadsheets of Far North, Whangarei and Kaipara District councils or Northern Regional Council, that targeted consultation be undertaken on the relevant projects with the consultation programme approved by the Chair of the Regional Transport Committee.”
In mid-May 2024, NZ Transport Agency Waka Kotahi (NZTA) advised that changes in government priorities and funding resulted in them having to amend some of the State Highway safety proposals reflected in the draft RLTP that was consulted on.
The changes relate to the State Highway Improvement Projects – Speed and Infrastructure Programme. NZTA have advised this funding will be redirected to other State Highway safety initiatives including implementing lower cost safety retrofits in high-risk locations, and State Highway improvements including accelerating four-laning from Wellsford to Whangarei as part of the Roads of National Significance (RONS).
As two of these projects had their combined funding reduced from $45m to $10m (2024/2027) this triggered the threshold for ‘significant change’ (more than $7M per project) and resulted in a limited consultation being implemented.
These two projects related to the installation of median barriers on State Highway 1:
· Whangarei to Wellsford – Central Tranche 2 – Median Barrier.
· Whangarei to Wellsford – Southern Tranche – Median Barrier.
Permission was sought and obtained from the Chair of the RTC to undertake targeted consultation on the above only. This consultation included: -
· All submitters (written and verbal) received an e-mail explaining what had transpired and offered them the opportunity to make comment on the changes.
· A notice was placed on the Northland Regional Councils website.
· A notice was placed in local newspapers.
The submission period ran from Wednesday 15 May 2024 to Wednesday 29 May 2024.
As the closing date of this Targeted Consultation was after the completion of this paper, any submissions received will be submitted to a deliberations workshop scheduled for 11 June 2024.
Proposed Way Forward.
Staff request that the RTC note the following steps required to be undertaken to ensure that the Regional Land Transport Plan 2021/2024 – Three Year Review be submitted to NZTA by the stipulated date of 1 August 2024
· 17 June 2024 – Completed Draft Regional Land Transport Plan 2021/2024 – Three Year Review be forwarded to the RTC members for consideration.
· That the Regional Transport Committee approve a Special Meeting be held between 1-5 July 2024 to: -
o Adopt the Regional Land Transport Plan 2021/2027 (RLTP) – Three Year Review.
o To refer Regional Land Transport Plan 2021/2027 (RLTP) – Three Year Review to the Northland Regional Council with a recommendation it be approved and submitted to NZ Transport Agency Waka Kotahi by no later than 1 August 2024.
· The Regional Land Transport Plan 2021/2024 – Three Year Review be tabled at the 23 July 2024 Northern Regional Council (NRC) meeting with a recommendation that the NRC submit the Regional Land Transport Plan 2021/2024 – Three Year Review to NZTA by no later than 1 August 2024.
· 1 August 2024 – The NRC submits the Regional Land Transport Plan 2021/2024 – Three Year Review to NZTA.

The purpose of this information paper is to present Regional Transport Committee members with the staff assessment of the impacts to District Councils of the changes to Emergency Works policies and Financial Assistance Rates (FAR) proposed by NZTA and seek Committee member feedback to inform Council’s final submission feedback (due 19 June 2024).
Council Roading and transport staff will be present at the meeting to provide responses to any questions or requests for further information on the proposed changes.

Background/Tuhinga
On Thursday 2 May, Nicole Rosie (Chief Executive – NZTA) wrote to stakeholders (Attachment 1), including the CE’s of all NZ District Councils, advising that NZTA are seeking feedback proposed changes to Emergency Works policies and Financial Assistance Rates (FAR).
Following the requirement for substantial levels of Crown funding to be provided via the Emergency Works Funding policy for severe nationally significant weather events, such as Cyclone Gabrielle in the upper North Island in February 2023, NZTA have carried out a review of their emergency works investment policies and funding assistance rates (FARs) with a goal of reducing the financial burden on the National Land Transport Fund (NLTF) and providing greater funding certainty for Approved Organisations (AOs)., with further information on the changes and consultation process able to be read in full here on the NZTA website.
Under the current NZTA Emergency Works Policy, for response and repair activities that meet the qualifying thresholds, Councils currently receives their normal FAR[1], and an enhanced FAR +20% when the threshold of 10% of their annual Maintenance Operations and Renewals (MO&R) budget is exceeded.
The full consultation includes proposed changes to the emergency works investment policies, including work category 141 and the uneconomic transport infrastructure policy, with other changes to make the policies clearer and easier to interpret, and better aligned with legislative requirements that are proposed to take effect on 1 July 2024, with these all set out in the NZTA consultation document.
Key proposed changes to FARs and associated thresholds include:
· Changing the qualifying trigger for an emergency event attracting an enhanced FAR to a minimum frequency 1 in 20-year event, from the current 1 in 10-year event.
· Reducing the enhanced FAR from normal FAR +20%, to normal FAR +10%.
· Restricting provision of a bespoke FAR (i.e., greater than an enhanced FAR) to only those extreme events for which Crown funding is made available
The proposed FAR changes would take effect on 1 July 2025, to allow AOs time to adapt to these changes, noting should the proposed FAR changes proceed as outlined they would:
1. Reduce the level of enhanced Emergency Works subsidy funding received by Council for any future events - from current +20% FAR to reduced +10% FAR
2. Increase the qualifying threshold for increased FAR for Emergency – from current minimum frequency of a 1 in 10-year event to proposed 1 in 20-year event
Both of the above changes would result in Councils being required to provide an increased level of Emergency Works funding for future events (from 1st July 2025), both to cover the proposed 10% reduction in Emergency Works FAR for qualifying events, and for events that no longer meet the increased minimum frequency threshold.
Discussion and Next Steps / Matapaki me ngā kōwhiringa
Staff are presently undertaking the process of reviewing the consultation documents to better understand the potential impacts to Councils, with the intent of compiling the required feedback on behalf of all Northland Councils based on the following timelines:
· Undertake briefings and seek feedback from each Northland Council, and Regional Transport Committee on or before Wednesday 12 June 2024
· Drafted feedback document to the provided for Council Chief Executive (CEs) review by close of business on Wednesday 12 June 2024, incorporating staff impact analysis and key feedback obtained from respective Council’s Elected Members through the discussion on this agenda item.
· Each Council CE to consult with their respective Mayor/Chair & RTC members on proposed submission feedback and provide approval back to staff by Friday 14 June 2024.
· Staff undertake any final remaining amendments and enter final submission before closing date of Wednesday 19 June.
· The finalised feedback submission, and any subsequent updates or communications received from NZTA, will be reported to the respective Councils and Regional Transport Committee at subsequent meetings.

This Report updates the Regional Transport Committee on the progress of Northlands Road to Zero program for local roads in Northland.

Background/Tuhinga
The three District Councils in conjunction with NZ Transport Agency Waka Kotahi (NZTA) have developed a comprehensive multifaceted program of capital improvements and road safety promotion activities to meet the expectations of the Governments 10-year road safety strategy a Road to Zero.
Road to Zero has a targeted goal of reducing Death and Serious Injuries from road trauma by 40% by 2030.
This report focuses on three key responses to the Road to Zero goal: -
1. Infrastructure Improvements – Improvements to roads and roadsides.
2. Speed Management – Speed limit reviews and supporting infrastructure.
3. Road User Choice – Encourage safer choices and safer behaviors on our roads.
According to the Communities
At Risk Register 2023 Northland has the highest overall risk rating of any
region in New Zealand, with Gisborne being the only other region to have an
overall high risk classification.
The Communities At Risk Register identifies a number of crash types and ranks each region based on their relative crash risk. The following table summarises the specific crash risks where Northland ranked highly. Noting that a high rank means Northland is one of the worst performing regions in New Zealand for that specific crash risk.

Speed Management – Speed Limit Reviews
Northland Transportation Alliance (NTA) is leading a rolling review of speed limits on Northland’s local roads (excludes State Highways) as part of the implementation of the Road to National Road Safety Strategy.
The speed limit reviews are being undertaken on a road catchment area basis, with the highest benefit catchments prioritised. High benefit catchments are those areas where better speed management will lead to significantly improved road safety outcomes through a reduction in serious injury and fatal crashes. Progress in each District is set out below.
Interim Speed Management Plans (2021-24)
Far North District
Consultation and Hearings are complete for the Bay of Islands and Kerikeri area (321 km of roads), with Implementation planned for 2024.
Council will be considering whether to consult on the Russell catchment in June. Implementation subject to funding approval for 2024-27 LTP/RLTP.
Whangarei District
Implementation of the Whangarei Heads catchment (199 km of roads) is underway and scheduled to be completed by mid-2024.
Staff are reviewing the Parua Bay Village speed limits based on feedback from Elected Members and community.
Whangarei District is consulting on the Tutukākā catchment in June 2024, with implementation planned in 2024-25 subject to funding approval through the RLTP 2024-27.
Northland Summary 2021-24
If all interim speed management plans are implemented, we a total of 1,915 kilometres of local road network will have safe and appropriate speeds, which represents 29% of the total network. Treating 29% of our network is predicted to reduce the number of Death and Serious Injury crashes over a 10-year period by 67.

Road Safety Week 2024:
Road Safety Week aims to inspire communities to take action on road safety and promote life-saving messages during the week and beyond. It also provides a focal point for professionals working in road safety to boost awareness and engagement in their work.
Road safety partners, including, NTA, Northland Road Safety Trust, NZ Police, NZTA Waka Kotahi, ACC and Bike Northland have been preparing for Road Safety Week which is between 20th and 26th May 2024. There will be a range of events during the week including:
· Child restraint workshops for the community so families can ensure their car seats are fitted correctly into vehicles.
· School visits to raise awareness around some road safety concerns, especially around restraint use and walking and cycling – Raurimu Avenue School, St Francis Xavier Catholic School and Kaitaia Primary School.
· Media coverage highlighting road safety heroes in our community.
· Rugby League Northland are dedicating their match days to road safety on the Saturday for seniors and Sunday for juniors. They will all be wearing yellow socks with the “Seatbelts On” on the back of them.
· Speed trailer data collection and awareness in Opononi.
· The annual Hero walk/relay around the Hātea Loop walkway was held on Friday the 24thMay 2024 which is to acknowledge the people were lost on the roads last year and to celebrate all those working to achieve better outcomes for Northland.
Upcoming road safety promotional events:
· Car Free Day – 22nd September
· Biketober – a month celebrating people getting on bikes.

The purpose of this agenda item is to provide each member of the Northland Regional Transport Committee the opportunity to communicate the key strategic transportation issues identified by their respective Council/Organisation via either a written report or verbal update.
Council Roading and transport staff will be present at the meeting to provide responses to any questions or requests for information raised as part of their respective member updates.
1. That the report ‘Committee members priorities and updates’ by Calvin Thomas, Northland Transport Alliance Manager and dated 9 April 2024, be received.
2. The supplementary verbal updates provided by Regional Transport Committee members be received.
Background/Tuhinga
Under the Northland Regional Transport Committee Terms of Reference, the functions of the Committee are defined as:
1. To prepare for approval by the Northland Regional Council:
a) a Regional Land Transport Plan for the Northland region, or any variations to the plan or any reports on the plan prepared under the Act;
b) a Regional Public Transport Plan, or any variations to the plan prepared under the Act; and
c) to provide the regional council with any advice and assistance the regional council may request in relation to its transport responsibilities.
2. To adopt a policy that determines significance in respect of variations made to the Regional Land Transport Plan.
3. To regularly monitor and review progress towards the adoption and implementation of the Regional Land Transport Plan.
4. To approve procedures and requirements for implementing the council’s public passenger transport service registration functions under the Act.
5. To advise the council on any significant legislative changes, programmes, plans or reports relating to the region’s land transport system.
6. To liaise with Ministry of Transport, New Zealand Transport Agency, the Commissioner of Police, district councils, Northland’s Road Safety Forum and other interests on land transport matters and advise the council on appropriate new initiatives.
7. To regularly monitor and review progress towards the performance targets and outcomes relative to land transport contained in the current Long-Term Plan and Annual Plan. members are tasked to regularly monitor and review progress towards the performance targets and outcomes related to land transport contained in the current Council Long-Term Plan and Annual Plan.
The objective of these regular member updates is to provide staff with clear understanding of the Regional Transport Committee’s key strategic issues and priorities to inform works associated with developing the 2024/2027 RLTP (and individual Council LTP’s where applicable)
Reports received for the Apr 2024 RTC meeting are included at the attachments. Timings in Apr did not allow these to be discussed at the meeting and it was agreed that they would be tabled at the Jun 2024 meeting.
