Executive summary/Whakarāpopototanga
This report advises the Committee of iwi representative changes from Far North District Council (FNDC) and Whangārei District Council (WDC). It asks the Committee to note the change and to have the relevant documents updated by the committee secretariat.
1. That the report ‘Membership and Appointments - JCCAC’ by Rakesh Pinao, Regional Climate Adaptation Programme Lead and Natalie Child, Climate Action & Natural Hazards Manager and dated 9 October 2024, be received.
2. Notes that Nyze Porter has been appointed as the Far North District Council’s iwi member on the Joint Climate Change Adaptation Committee.
3. Notes that Delaraine Armstrong has been appointed as the Whangārei District Council’s iwi member on the Joint Climate Change Adaptation Committee.
4. Notes that Hinemoa Apetera has been appointed as the Whangārei District Council’s alternate iwi member of the Joint Climate Change Adaptation Committee.
Background/Tuhinga
FNDC have confirmed new iwi representation to the Committee. The recommendation was made by Te Kuaka, FNDC’s Māori advisory committee, on 27 June 2024.
· Primary: Nyze Porter (Ngāpuhi ki Whangaroa, Ngati Kahu ki Whangaroa, Te Arawa, and Ngāpuhi)
WDC have confirmed new iwi representation to the Committee. The council received endorsement for the roles by hapu directly and via Te Karearea, WDC’s Māori advisory committee. WDC formally adopted the appointment on 24 Oct 2024.
· Primary: Delaraine Armstrong (Te Orewai, Ngati Hine)
· Secondary: Hinemoa Apetera (Te Parawhau)
The appointments were effective from the time the decision was made by each Council. There are no other decisions or actions required to be undertaken by either Council (FNDC or WDC) or the Committee.
The Committee secretariat (NRC) will update the relevant documentation after this meeting.

This report provides a climate adaptation programme update for information. The report highlights progress in community adaptation planning, including community adaptation projects for Whangarei and Far North District Councils.
Progress is areas of risk and community engagement as those workstreams become established, and begin to engage in early 2025 with some of the outputs, including website, coastal events, risk portal, and a tangata whenua engagement plan.
New resources established via the LTP have almost all been hired across the CATT teams, including the late FOSAL development with FNDC.

Background/Tuhinga
Climate Adaptation Programme Update
The joint regional climate adaptation programme has been progressing under the new programme logic working structure since late 2023, with key programme planning activities underway.
Highlights include:
Community Adaptation Planning
· Whangārei District Council’s Community Adaptation Planning
o In December 2023 of Whangārei District Council’s Adaptation Programme confirmed a catchment scale delivery approach, with five coastal catchments.
o The first project, Oakura, is initiating by establishing an engagement partnership with Ngāti Wai. Early scoping is underway to appoint planning and delivery resources.
· Far North District Council’s Community Adaptation Planning
o Far North District Council stage one project area, which includes Hokianga, Whangapē and Herekino areas, is preparing to start early engagement. Local navigators have just come on board to develop and maintain strong community connections.
o FNDC also adopted FOSAL and is currently reviewing property impacts for categorization.
· Kaipara District Council’s Community Adaptation Planning and Ruawai Adaptive Pathways formally ceased with the LTP adoption in July 2024.
· Northland Regional Council’s community-led resilience initiatives continue.
o Tangata Whenua Climate Adaptation Fund recipients are beginning to report back, formal communication is being planned to share lessons and celebrate successes.
o The now combined Climate Resilience Fund (combined from the Water Resilience and Tangata Whenua Climate Adaptation Fund) was launch in September 2024, following LTP approval of a 10-year $9.2 million regionally contestable investment in community resilience initiatives. Submissions close October 30th, 2024, for this round.
Science & Risk
· Regional Risk Portal procurement was awarded, and the project is now in a planning stage. Actively collecting existing data for use in the spatial tool and gathering specific user requirements. It is expected a demo will be available to committee members around May 2025.
· Natural Hazards Specialist role is now up and running within NRC and has established a Natural Hazards Risk programme that includes Catchment modelling, Early Flood forecasting.
Community engagement
· A regional climate action website platform has been designed and is expected to be launched late this year. The website will promote partnerships and highlight the roles of individuals and communities alongside council and central government responses.
· FNDC and WDC take a focus on early adaptation engagement in the next 6 months will be in support of establishing WDC and FNDC first adaptation projects. In addition to that, regional support on coastal hazards engagement, and the purpose of adaptation planning.
· Tangata whenua engagement work plan is being developed with the appointment of the Tūmatakōkiri (Kaupapa Māori Programme Lead) with hopes to align with the Te Taitokerau Resilience Plan.
· Planning is behind on a summer public engagement for coastal hazards and erosion. This may be limited to exclude existing high touch areas for Adaptation and Resilience activities and may focus primarily on Whangārei district.
Embedding Climate Change in Council operations
o A part time regional Climate Policy Advisor has been appointed and a clearer programme of council Policy changes will emerge soon. Alignment with the future Climate Adaptation Framework will be a key consideration alongside considering connections into biodiversity policy developments.
o Climate FRESK as a climate awareness raising tool is being trialed by NRC and CATT staff will be trained to make this available to FNDC and WDC.
Notes:
FOSAL or “Future of Severely Affected Land” the government
buy-out scheme for properties impacts via the severe weather events in 2022.
CATT or “Climate Adaptation Te Taitokerau” is the combined group across four councils delivering on climate change work, developed to share expertise, resources and enhance collaboration for the uncertainty of climate adaptation work.
