The purpose of this report is to introduce the formally nominated representatives to the Regional Transport Committee (RTC) and to provide the names of the formally nominated Alternate Representatives. It concludes with the recommendation that the report be received.

This is a legislative requirement under Sections 105; 106 and 107 of the Land Transport Management Act 2003.
Background/Tuhinga
Legislative Compliance – Land Transport Management Act 2003
Part 4, Subpart 2, Section 105, subsections 1; 2; 4; 6; 7 of the Land Transport Management Act 2003 (Act) stipulates that: -
1) As soon as practicable after each triennial election, every regional council must establish a regional transport committee under this section for its region.
2) Each regional council must appoint to its regional transport committee—
a. 2 persons to represent the regional council;
b. 1 person from each territorial authority in the region to represent that territorial authority; and
c. 1 person to represent the Agency.
4) A person specified in subsection (2)(a) to (c) and (3)(a) and (b) may only be appointed on the nomination of the relevant entity.
6) Each regional council must appoint from its representatives the chair and deputy chair of the committee.
7) At any meeting of a regional transport committee, the chair, or any other person presiding at the meeting, —
(a) has a deliberative vote; and
(b) in the case of an equality of votes, does not have a casting vote (and therefore the act or question is defeated and the status quo is preserved).

North, Whangarei and Kaipara District Councils Chief Executive Officers
requesting the names and contact details for both the Representative and
Alternate Representative appointed to the Northland Regional Transport
Committee.

This report recommends that the Regional Transport Committee approve the appointment of a non-voting KiwiRail representative to the Regional Transport Committee and that the appointed representative be invited to all meetings for the period covered by the 2025/2028 local government triennium period.
1. That the report ‘KiwiRail Representation on the Regional Transport Committee’ by Chris Powell, Transport Manager - Northland Regional Council and dated 2 December 2025, be received.
2. That the Regional Transport Committee approve the appointment of a non-voting KiwiRail representative to the Regional Transport Committee.
3. That the Regional Transport Committee note that, in accordance with Section 105A of the Land Transport Management Act 2003, the KiwiRail Representative will have no voting rights.
4. That the appointed KiwiRail representative be invited to attend all Regional Transport Committee meetings for the period 2025-2028.

Considerations
1. Significance and engagement
In relation to the Land Transport Management Act 2003, this matter is considered to be of low significance when assessed against the Land Transport Act significance and engagement requirements and therefore does not require public consultation.
2. Policy, risk management and legislative compliance
The appointment of a KiwiRail representative to a regional transport committee is detailed under Section 105A of the Land Transport Management Act 2003.
Background/Tuhinga
Whilst Sections 105 to 107 of the Land Transport Management Act 2003 details the compilation and functions of a regional transport committee, Section 105A details “KiwiRail Representation on Regional Transport Committees”.
In short, this Section provides for KiwiRail Representation on the Auckland and Wellington Regional Transport Committees only.
Should any other regional transport committee wish to formally elect a KiwiRail representative as a full member, the Minister of Transport must provide prior approval and name the regional transport committee by notice in the Gazette.
Subsection (4) further stipulate that “The KiwiRail member has no voting rights at any meeting of the committee and must not be appointed as the chairperson or deputy chairperson (or by any other process preside at any meeting)”.
A regional transport committee may however invite KiwiRail to appoint a representative to attend its meetings. It must be reiterated that this representative will have no voting rights.
The Northland Regional Transport Committee has had a KiwiRail representative sit in on meetings for the past three years which has proved extremely beneficial in both the sharing of rail related information and assisting members to make informed decisions on land transport related matters.
In addition to the above, KiwiRail is represented on the Project Team that compiles the Regional Land Transport Plans on behalf of the Regional Transport Committee.
Based on the sound working relationship between the parties, it is recommended that the Regional Transport Committee request KiwiRail to continue to provide a non-voting representative to attend all its meetings.

Background/Tuhinga
With the start of the 2025/2028 local government triennium, the Terms of Reference (ToR) pertaining to the Regional Transport Committee (RTC), compiled in accordance with Sections 105, 106, and 107 of the Land Transport Management Act 2003, are tabled for the attention of the Elected and Alternate Members.
These ToR address: -

Regional Land Transport Plan 2021/2027 - National Funding Assistance Uptake Report |

This report covers subsidy claims submitted to the New Zealand Transport Agency Waka Kotahi for the second financial year of the Regional Land Transport Plan Three Year Review that covers the 2024-2027 funding period and details the funding assistance uptake by each Approved Road Controlling Authority for the financial period 1 July 2025 to 30 September 2025.
The paper includes a section on the Road Controlling Authorities Reports to the Regional Transport Committee and future reporting requirements.
That the report ‘Regional Land Transport Plan 2021/2027 - National Funding Assistance Uptake Report’ by Chris Powell, Transport Manager - Northland Regional Council and dated 24 November 2025, be received.
Background/Tuhinga
Section 106 of the Land Transport Management Act 2003 stipulates that: -
(1) The functions of each regional transport committee (other than the regional transport committee for Auckland) are—
(a) to prepare a regional land transport plan, or any variation to the plan, for the approval of the relevant regional council; and
(b) to provide the regional council with any advice and assistance the regional council may request in relation to its transport responsibilities.
In addition to the above, one of the functions of the Regional Transport Committee (RTC) is to monitor the progress of the relevant Regional Land Transport Plan Three Year Review 2024-2027 (RLTP).
This report provides the RTC with a quarterly update on the uplift of funding assistance by Far North District Council, Whangarei District Council, Kaipara District Council, New Zealand Transport Agency Waka Kotahi and the Northland Regional Council for transport related works and projects applied for through the RLTP and as approved in the National Land Transport Programme 2024-2027 (NLTP).
It is important to note that the information contained in the attached spreadsheets aligns with New Zealand Transport Agency Waka Kotahi (NZTA) financial year quarterly forecasting and the Minister of Transport financial year Quarterly Reports. As the above information invariably becomes available following RTC meetings, all Regional Land Transport Plan Funding Assistance Uptake Reports will reflect the previous quarter’s information.
These reports and attached spreadsheets provide the RTC with information relating to how each Activity Class/Programme: -
· Is tracking regarding the uptake of the funding assistance approved through the 2024/2027 National Land Transport Programme for the 2025/2026 financial year.
· Supports the five Regional Strategic Objectives reflected in the Regional Land Transport Plan 2021-2027 – Three Year Review.
· Supports the seven Regional Priorities included in the Regional Land Transport Plan 2021-2027 – Three Year Review.
It also details: -
· The funding assistance uplifted in the 2025/2026 financial period, and
· The reasons for any variations and action to be taken.
Please note that the spreadsheets attached to this paper reflect the funding uptake for each approved authority for the period 1 July 2025 to 30 September 2025. The actual expenditure contained in this spreadsheet has been sourced from the individual approved authorities 30 September 2025 claim to NZTA.
At the time of submitting this report, not all information relating to the various cost centres in the attached funding uptake spreadsheets had been received.
It is important to note that the National Land Transport Plan 2024/2027 funding period is a three-year funding programme and allows for funding to be moved within the three-year period.
As this report updates the RTC on the national funding assistance (subsidies) uptake for those Activities/Programmes approved in the NLTP reflected, the Attachments do not include non-subsidised projects or work categories.
The base information contained in the attachments is sourced directly from the New Zealand Transport Agency’s Waka Kotahi ‘2024-2027 National Land Transport Programme for Northland.
Any questions regarding the information reflected in the spreadsheets can be directed to the relevant approved Road Controlling Authority.
Road Controlling Authorities Reports
During the 2022/2025 local government triennium, the RTC was receiving the following from Far North District Council, Whangarei District Council and Kaipara District Council: -
· Transport Infrastructure progress reports submitted to Works and Infrastructure Committees and/or Council meetings.
· High level Status Reports.
· NZ Transport Agency Waka Kotahi Quarterly reports pertaining to Temporary Traffic Management and Potholes.
Whilst the respective Progress Reports do provide detailed information pertaining to the relevant council’s expenditure and progress on land transport infrastructure work, the question must be raised if these are of value to the RTC members or if a more succinct and high-level system of reporting would be more appropriate.
It is suggested that the RTC members discuss and agree on future methods of reporting.

This report updates the Regional Transport Committee on the progress made on the Northland Road to Zero program for local roads in Northland and includes a report on Northland road policing.

Background/Tuhinga
The three district councils with NZTA have developed a comprehensive education and promotion programme to support in conjunction with other road safety partners the reduction of deaths and serious injuries on Northland roads.
Road Safety Education/Promotion Delivery
Each of the three Northland district councils operates its own road safety education and promotion programme addressing the districts road safety priorities, which are subsidised by NZ Transport Agency Waka Kotahi (NZTA). Across the region, there are three delivery contracts in place, supported by a council-appointed Programme Manager who provides oversight and coordination for these activities at a regional level.
The main activities covered by the contracts relate to:
· Young drivers
· High risk drivers
· Impaired driving
· Restraints
· Speed
Far North District:
In the Far North, Far North REAP holds the road safety contract. They operate an in-house delivery team and given the size and diversity of the district, have partnered with local organisations to strengthen road safety initiatives. These community-based groups include:
· Building Safer Communities – Kaitaia
· Hauora Hokianga – Hokianga
· MaiLyfe – Bay of Islands
· Ngāti Hine Health Trust – Kawakawa
· Te Hau Ora o Ngāpuhi – Kaikohe
· Te Rūnanga o Whaingaroa – Kaeo/Kerikeri
Far North REAP is deeply community-focused, with a strong commitment to empowering people to become safer road users. Their approach to road safety is holistic, recognising that many issues on the road stem from broader social factors. To achieve better outcomes, the team collaborates closely with other agencies, particularly health and social services, ensuring that road safety is integrated into wider community wellbeing efforts.
Whangārei/Kaipara District:
The Northland Road Safety Trust (NRST) holds a joint contract for the Whangarei and Kaipara Districts. Since its inception NRST has developed programmes in response to road safety priorities which focus on developing and changing driving behaviour using one-to-one and group education approaches rather than mass media promotion. Several of these initiatives have received national awards for innovation, targeted focus, and measurable outcomes.
NRST has had achieved notable success with their evidence based impaired driving courses such as the SAID (stop alcohol impaired driving), DID (drug impaired driving), and Drive SOBA. The participant can be referred by NZ Police, Ministry of Justice, Department of Corrections, or participants can self-refer.
Whangārei District:
Bike and Hike Northland holds the third road safety education contract, delivering the Bike Ready programme to schools across the Whangārei District. The programme includes two levels of training:
· Grade 1 – Preparing students for on-road riding
· Grade 2 – Introduction to on-road riding
This initiative provides students aged 8 to 13 with essential road safety skills, focusing on safe cycling practices and sharing the road responsibly with vehicles. They also support the road safety team in community events and organised adult bike rides.
Northland Regional Council:
The Northland Regional Council manages a road safety fund through the council-appointed Programme Manager. This fund is designed to support groups that are not the primary focus of the main contracts but remain critical to reach. It also enables region-wide campaigns that individual contracts contribute to.
The main activities supported by this fund include:
· Fatigue
· Safe driving on beaches
· Restraints
· Truck driver safety
· Early childhood education
· Motorcyclists
· Vulnerable road users
· Ensures road safety is present at community events such as A&P shows, Field Days, Emergency Services day, and many more.
As part of the disestablishment of the Northern Transport Alliance it was agreed that Northland Regional Council would cease to fund road safety activities at the end of the current funding period (2024 – 2027), and that thereafter these activities would be funded by the Road Controlling Authorities.

· 04 – 10 May 26 – Road Safety Week – All road safety partners.
Road Trauma Update
The fatal injuries data are broken down in the tables below. Compared to 2024 nationally there had been 251 fatal injuries and for Northland there had been 25 fatal injuries to date.

Fatalities & Serious Injury Crashes
While earlier in the year Northland was in a more desirable position compared to the same period in 2024, this gap is now closing. Unfortunately, recent weeks have seen an increase in road fatalities.

Key Contributing Factors
The common issues will not surprise committee members:
· Failure to wear seat belts – passengers and drivers
· Driving under the influence of alcohol/drugs
· Speed
These issues are not found in isolation and commonly, multiple factors are present in a single incident, increasing the risk of serious injury or death exponentially.
These remain recurring themes in serious crashes and fatalities, especially with males who are disproportionately over-represented and rural drivers.
Challenges
Northland Police are concerned with beach driving as the summer holiday period approaches with several serious injury incidents and the recent fatality on Tokerau Beach. Contributing factors involved persons riding in dangerous positions on the back of vehicles and drivers undertaking risky behaviours.
Enforcement Activities
Northland Police have made a strong start in delivering the 2025/26 Road Policing Investment Program (RPIP) in the District. In the 19 weeks since 1 July, we have:
· Speed Enforcement: Issued 8,000+ speed notices, achieving 5% above target.
· Alcohol Impairment Prevention: Conducted 78,000+ breath tests, exceeding target by 31%.
· Seatbelt Compliance: Issued 1,000+ seat restraint notices, 2% above target.
· Mobile Phone Enforcement: Issued approximately 600 notices, slightly under target by 2%.
We are meeting RPIP delivery targets across all but one measure, with mobile phone notices currently just 10 short of the targets.

Paul Linton, Chief Executive Northland Inc, will provide the Regional Transport Committee (RTC) with an update on the Northland Infrastructure Plan (NIP) being prepared by Beca. Beca have been invited to provide a fuller briefing on the NIP to all elected members at the Northland I Forward Together Strategic Planning Workshop on 16 December.

Background/Tuhinga
The development of the plan is an initiative that arose out of discussion at the Northland I Forward Together Strategic Planning Workshop held in July 2024. It was then referenced as an action that councils would undertake in Igniting Northland’s Potential, the region’s City and Regional Deals proposal submitted in February 2025. https://www.northlandnz.com/assets/Resources/docs/Northland-Regional-Deal-Proposal-Redacted-Full-Document.pdf
The CEO / Mayoral Forum considered that the Joint Regional Economic Development Committee (JREDC) was the most appropriate governance body to oversee this work, with Northland Inc the most appropriate council organisation to manage the task with the close support of appropriate staff from the four councils, e.g. council infrastructure managers. Beca has been engaged to prepare the plan.
The overall purpose is to develop a NIP that is aligned with relevant regional and national plans and strategy with a focus on enabling economic growth, wellbeing and resilience. Specific objectives include Identifying the infrastructure that supports an innovative, progressive and growing economy and propose a small number of infrastructure focus areas that align with national, regional, and local priorities.
The National Infrastructure Pipeline, developed by the New Zealand Infrastructure Commission, has been used as the starting point to ensure alignment with national level information. This has been built on through engagement with infrastructure providers and users, in both the private and public sectors, and both regional and national bodies. A digital tool (QuickBase) is being used to support capture, analysis and prioritisation of infrastructure. The information contained within the tool will be available to councils to update into the future.
After the update to the NFT next week, a draft of the NIP will be presented to the JREDC meeting on 6 March 2026. This will include discussion on how the JREDC, working with other appropriate bodies such as the RTC can make best use of the NIP to further the wellbeing of Northlanders. The plan would also be used as input into councils’ Long Term Plan 2027-2037. It will also be a valuable input into ongoing engagement with central government on infrastructure priorities including a potential second tranche of City and Regional Deals proposals.

Background/Tuhinga
When reviewing the Regional Land Transport Plan the 2024/2027 funding period, the Regional Transport Committee (RTC) was unanimous in its decision that “Route Resilience” was the region’s number one priority. This was due to the continuing adverse weather conditions which resulted in numerous, and in some cases significant, damage to the regions transport infrastructure, the related negative financial impact to the economy of Northland and the high probability of future occurrence of such events.
Based on the above, the RTC recommended that as much information as possible be sourced and collated through a “Regional Transport Infrastructure Resilience Study” (Study) to support the road controlling authorities in their applications for national funding assistance through the Regional Land Transport Plan for the 2027/2033 funding period.
A consultant was employed to under the study.
Phase 1 consisted of: -
· A desktop study.
· Data collection.
· Compilation of a draft network overview.
This work was completed in June 2025 and presented to the RTC for consideration.
The RTC approved all work undertaken and on 8 August 2025 approved the commencement of Phase 2 of the project.
Phase 2 covered: -
· Update and standardise hazard mapping.
· Re-establish a regional network criticality model.
· Assess bridge and culvert vulnerability.
· Improve drainage and subgrade resilience assessment.
The consultant was approached with a request to present to a RTC workshop on the report prior to Christmas but are unfortunately unavailable during this time. They will be requested to do this at the February 2026 RTC workshop.

The Northland Regional Council is in the process of preparing the Draft Regional Public Transport Plan 2025/2035.
This paper details the Regional Transport Committee’s involvement in the process.

Background/Tuhinga
Subpart 1 - Sections 117 – 129 of the Land Transport Management Act 2003 details the process to be followed in the compilation, consultation and implementation of a Regional Public Transport Plan (RPTP).
Following approval and implementation of the Regional Land Transport Plan 2021/2027 – Three Year Review and the National Land Transport Programme 2024/2027, staff commenced a rewrite of the Regional Public Transport Plan
Section 125 Preparation of Regional Public Transport Plans stipulates that: -
(1) When preparing a draft regional public transport plan, a regional council must –
(a) Prepare the draft in collaboration with the territorial authorities in the region; and
(b) Consult the following entities: -
(i) The relevant regional transport committee.
Following the completion of the of the draft RPTP, staff forwarded a copy to NZ Transport Agency Waka Kotahi (NZTA) for comment and to ensure the Development Guidelines for Regional Public Transport Plans have been adhered to.
NZTA have recently confirmed that these guidelines have been met and agree with the content. Staff are in the process of completing the draft document and will then forward it to the following for comment: -
· Regional Transport Committee.
· Every operator of a public transport service in the region.
· Every person who has notified the regional council of a proposal to operate an exempt service in the region.
· Ministry of Education.
· KiwiRail.
· Kianga Ora – Homes and Communities.
On receipt of all comments have been received, the draft RPTP will be amended as required. The finalised draft will then be presented to Northland Regional Council with a recommendation that it be released for public consultation.
Staff are presently working on the timetable for this project which will be forwarded to the members when finalised.
